County Attorney Whitney Parrish provided the Board with a <br /> detailed memo explaining the statutes governing the elections and the different <br /> propositions that can be voted on by the constituents of each township. Attorney <br /> Parrish recommended that if the Board chooses to move forward that the only <br /> propositions to be voted on would be the ones that have been approved in the other <br /> townships which is whether to allow the "off premise"sale of unfortified wine and to <br /> allow the "off premise"sale of malt beverages. It is <br /> proposed the current PPO and HSA health insurance benefits remain with Blue <br /> Cross and Blue Shield of North Carolina for 2020/2021. The PPO Plan is a basic co- <br /> pay that provides co-pays for primary care and specialist office visits and pharmacy <br /> co-pays. It is proposed that employees who participate in the County's wellness <br /> screenings continue to receive a monthly discount of$25 on the employee's portion <br /> of the monthly premium. The employees'monthly contribution would remain at <br /> $96.56. The HSA Plan is a high deductible health plan that encourages employees <br /> to become good consumers of health care services. The deductible for each <br /> employee is $1,500 which means employees are responsible for paying 100% of the <br /> charges incurred up to $1,500 before BCBS starts to pay for services.
