County Manager's Report — April 20, 2020 <br /> Ongoing Projects <br /> Courthouse & Government Center Renovations —After a great deal of discussion and <br /> research, we decided to go ahead and put this project out to bid. Teleconference <br /> meetings with our Financial Advisors and the Local Government Commission led to the <br /> conclusions that we could continue the bid process using a modified bid system that <br /> included virtual meetings. The borrowing and construction markets are strong at this point <br /> as well. This project is now out to bid. Moseley Architects completed the construction <br /> documents for the Register of Deeds Building, Historic Courthouse and Main Courthouse <br /> buildings. The estimated time to complete the project is less than 500 days. This is <br /> longer than a normal time frame because construction in the Historic Courthouse and <br /> Main Courthouse has to be coordinated with the Clerk of Court and the court sessions <br /> that will be taking place in both buildings. Since there has not been court in almost a <br /> month, we have added days to account for the backlog of cases that is building. We will <br /> receive bids May 8, and have the Commissioners award the bids on May 18. This will <br /> allow the County to appear before the Local Government Commission at their June <br /> meeting so that the additional borrowing can be approved. Moseley was successful in <br /> completing the construction documents for the Government Center renovations. This <br /> project is now part of the total project that the bidders will be addressing in their bids. This <br /> will make bidding more appealing to contractors due to the size of the projects. The work <br /> at the courthouse complex will still be completed in phases with an anticipated starting <br /> date in July. The first phase is the Historic Courthouse and Register of Deeds Building <br /> then the Main Courthouse. <br /> Lee County Government Parks and Recreation Plans — The projects for Horton, OT <br /> Sloan, Kiwanis Family and Temple Parks are now ready to bid. We held these bids due <br /> to the issues surrounding the COVID-19 virus. If the bid process is successful on the <br /> Courthouse Complex and the Government Center, we will put these projects out to bid in <br /> May with a bid due date in June. The anticipated start date for construction has been <br /> pushed back to August 1. <br /> Other Items <br /> Coronavirus Update — The County Manager will discuss the latest issues within Lee <br /> County Government on dealing with the impacts from the Covid-19 virus. <br /> 2020 Census — The Census is ongoing. We need to encourage citizens to take part <br /> online. If citizens fill out the census, either on line or on paper, they will not have to worry <br /> about census workers coming to their houses when the door to door counts starts. <br /> Census workers will only go to addresses where a census has not been completed. <br /> 2020-2021 Fiscal Year Budget preparations - Lisa and I have begun the review of the <br /> budget requests from the Departments. We have also received many outside agency <br /> request as well. The BOE budget is not due to the County until May 15. Many local <br /> governments have asked for legislative relief on the June 30 deadline to complete their <br />
