2. Notice <br /> To the extent possible, subject to the availability of technology and in order to make appropriate <br /> arrangements, a member of the board shall notify the chairman of the board or committee as soon as <br /> practicable of the inability to attend the official meeting and the need to participate remotely, unless the <br /> Chair otherwise directs a meeting to be conducted through remote participation to limit in person <br /> attendance of Board members and staff in compliance with mass gathering and social distancing <br /> limitations. <br /> 3. Announcement of Presence at Meeting <br /> At the beginning of the meeting,the chairman or designee shall announce that a named board or committee <br /> member is participating remotely.Immediately thereafter said member shall identify himself and announce <br /> that he is present and participating remotely. Members present, whether in person or by remote <br /> participation, at the beginning of the meeting will be counted for purposes of determining a quorum, <br /> regardless if they get disconnected during the meeting. <br /> 4. Meeting Minutes <br /> The meeting minutes shall show the board or committee member as participating remotely. <br /> 5.Permissible and Non-permissible Stipulations <br /> a. Remote participation is permissible when a quorum of the board or committee members are present. A <br /> quorum is determined either when a majority of members are physically present, when a majority are <br /> present by those members who are physically present and those who are participating by remote <br /> participation, or when a majority of members are present and exclusively participating via remote <br /> participation. <br /> b. Remote participation is not permissible in a quasi-judicial hearing. <br /> c. Remote participation may be available during closed sessions, as such are allowed by law, if the board <br /> on a case-by-case basis considers and approves such remote participation. <br /> 6. Voting <br /> a. Remote participants must voice their vote immediately following those voiced by those board or <br /> committee members physically present for the meeting so that they can be properly heard and recorded by <br /> the Clerk. <br /> b. Remote participants are required to comply with the same voting rules and procedures as those board or <br /> committee members who are physically present for the meeting. <br /> c. If a member loses connection during the meeting, assuming that the loss was not intentional,the Board <br /> should vote to excuse that member from the rest of the meeting. <br />
