VI.B Adopt the Resolution Authorizing Exemption from the Request for Qualifications <br /> (RFQ) Process all Projects Involving Architectural, Engineering, Surveying, <br /> Construction Management at Risk, Design-Build Services and Private Public <br /> Partnership Construction Services Where the Estimated Professional Fee is Less <br /> than $50,000 <br /> NCGS 143-64.31, also called the Mini Brooks Act, sets out the requirements for <br /> procuring professional services of architects, engineers, surveyors, and alternative <br /> construction delivery method firms. The process the local government may use in <br /> selecting these firms is known as the qualifications-based selection, which focuses <br /> on the qualifications of the firm as opposed to the lowest bidder. Using the QBS for <br /> the professional services must be done for all contracts regardless of price, unless <br /> the government exempts itself(NCGS 143-64.32). If the local government chooses <br /> to exempt itself, the cap is for contracts less than $50,000, but will allow the <br /> government to choose whatever method it wants to award the contract. County <br /> Attorney Whitney Parrish stated that the Board will need to adopt a resolution. Each <br /> contract will then require authority of the Manager to allow the exemption per <br /> project. The request will be provided in the purchasing policy and given to all <br /> Department Heads. The exemption request would be filled out on each project by <br /> the department head. A memo was provided to the Board explaining the <br /> major changes to the policy. The revised policy incorporates an increase in the County <br /> Manager's authorization from $20,000 to $30,000.
