Human Resources Director Joyce McGehee provided a presentation <br /> from the consultants related to a pay plan study. Typically the County loses <br /> employees once they have been in their position between 5-10 years. <br /> Recommendations is that the County adopt a market based pay plan for each <br /> position. Increase grade differential from 4.6% to 4.8% to begin moving toward <br /> being market competitive. Increase to 5% in second year. Reduces pay grade <br /> range from 59% to 55%. Implementation recommendations is to use employee <br /> salaries on their recommended pay grade. Use classifications to market supported <br /> pay grade. Implementation recommendation would require $430,438 plus benefits <br /> equals to $655,727. The last time the County did a pay study was in August 2015 <br /> and at that time the County was only able to afford contributing $60,030. No action <br /> was taken. <br /> Lee County Report to Manager.docx <br /> V.B Amendment for Agreement Regarding Funds for Seal II Services (Project "Seal") <br /> The Board held two public hearings on this project, the second hearing had the <br /> updated terms whereby the company agreed to create 15 new jobs at an average <br /> wage of$23,047.96 and at least$865,000 in taxable investment with purchasing <br /> machinery and conducting building renovations. Lee County agreed to provide the <br /> $3,750.00 match to the $75,000.00 grant the company was to receive by the <br /> Department of Commerce. The Company has met its performance criteria and is <br /> requesting that the grant money from the state and the match from the County. <br /> SAGA has been in contact with the Company and the State on this matter and is <br /> satisfied the performance criteria has been met. NEW BUSINESS <br /> VI.A Adoption of Lee County's Outreach Plan and Goal for Participation by Minority <br /> Businesses in Building Construction and Repair Contracts <br /> On October 15, 1990, the Board of Commissioners held a public hearing and <br /> adopted a minority business outreach plan and verifiable goal for <br /> participation by minority businesses. The plan was adopted by a resolution. <br /> The Board adopted a 10% goal for participation by minority businesses in <br /> construction contracts where the cost of the project exceeds $100,000. State <br /> law has since changed the $100,000 threshold and so the policy needs to be <br /> updated. NCGS 143-128.2 sets out the requirements for local governments <br /> and bidders to follow formal solicitation of minority participation.
