providing outside visits along with in-house story times to limit exposure from outside sources and
to recommend using the self-checkout machine as much as possible. The Manager further stated
that in an attempt to limit outward contact from staff and limit group contact, programs will be
cancelled until April 1St. After that a decision will be made as to what to do going forward, this
includes room reservation cancellations. Parks and Recreation Director Joseph Keel has been in
touch with surrounding parks and recreation departments and does not recommend cancellation of
programs at this point. Programs that utilize schools in surrounding counties have been cancelled.
He further stated that gymnastics includes 375 participants with up to 100 participants in the gym
at any given time. There are also art and dance classes with 175 participants. The County
Manager recommended at a minimum suspending gymnastics due to the location being a high risk
of exposure and for art classes to continue warning participants to stay at home if they are
experiencing any symptoms.
Debbie Davidson, Director of Senior Services, stated that the meal site is where the Enrichment
Center is bringing in the highest risk people into a confined area, but for many people this is their
only meal of the day. The Saturday night dance group has already been cancelled. The meal
program currently provides 31 meals to county residents on home delivery, congregate sites are
averaging 59 people every day. Mrs. Davidson suggested that they could allow people to drive in
to the site to pick up meals from the kitchen or run a drive through service or delivering meals to
those that come in on the vans. She has ordered a 5 day shelf supply for meals. The County of
Lee Transportation System drivers have extra disinfectant and are giving people wipes to wipe
hands and are spraying down vans between visits. Drivers are not allowed to go inside centers,
they can only push clients to the door and someone from the care provider has to meet them at the
door. The County Manager recommended closing the congregate site but still offer meals by way
of drive through or meals on wheels for those that can't get there. Exercise programs will be
temporarily suspended. Tax aid will remain open for now unless the federal government extends
the deadline for taxes. Fitness rooms will be closed and the Enrichment Center building will close
at 5:00 p.m. COLTS will operate as necessary and limit grocery store visits to one day.
The State has issued notice that North Carolina Courts are shutting down for at least a month.
County operations will be reduced, by Monday the County Manager plans to work with Human
Resources and recognizes that if schools close there will be a big issue with daycare and the
County will need some leniency to allow employees to stay home to take care of kids. It is
anticipated that sales tax revenues will be impacted, thus County spending will need to be
reduced. Closings will go into effect on Monday to allow enough time to give people notice.
Closures will last until April 6th or until otherwise notified depending on the pandemic status at the
time.
Shane Seagroves, Emergency Management Director, stated that there are three emergency
operation centers open across the state, several counties are monitories, and there are safeguards
in place starting with 911 calls to limit exposure. 911 is asking questions and fire will wait on EMS
to evaluate depending on the situation. Angelina Noel, Social Services Director, has received
guidance about some programs that puts in place protocols to assist. They have taken measures
to minimize personal contact, however due to mandated programs and services and without further
guidance from DHHS, workers are being advised to use masks and gloves, however there are
issues with supply availability.
The County Manager stated that notices will be placed on doors regarding changes and
operations and further changes may come in the days ahead. Staff is currently making plans for
remote workability, however there are currently not enough laptops for everyone so the County is
P c i c 2 13
