YE Co <br /> .se mon 1- <br /> f21 .... <br /> .44 <br /> CA <br /> SPECIAL MEETING OF THE <br /> LEE COUNTY BOARD OF COMMISSIONERS <br /> 106 HILLCREST DRIVE <br /> SANFORD, NORTH CAROLINA 27330 <br /> MARCH 13, 2020 <br /> The special meeting of the Board of Commissioners for the County of Lee, State of North <br /> Carolina, convened at 8:30 A.M. in the Gordon Wicker Room, Lee County Government Center, <br /> 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present when the <br /> meeting was called to order were Amy M. Dalrymple, Arianna M. Del Palazzo, Dr. Andre Knecht, <br /> Cameron W. Sharpe and Kirk D. Smith. Commissioners Kevin Dodson and Robert Reives were <br /> absent. Staff in attendance included County Manager John Crumpton, Community and <br /> Governmental Relations Manager Jamie Brown and Deputy County Attorney/Clerk to the Board <br /> Jennifer Gamble. <br /> I. CALL TO ORDER <br /> Chair Dalrymple called the meeting to order and announced an Emergency Meeting to <br /> follow the Strategic Planning Discussion to begin at 11:00 a.m. to discuss the local response to the <br /> COVID-19 pandemic. <br /> II. STRATEGIC PLANNING DISCUSSION <br /> Community and Governmental Relations Manager Jamie Brown stated that the purpose of <br /> the Workshop is to kick off the visioning campaign to launch the development of the County's <br /> Strategic Plan which includes forming long-term goals and the board's vision for the community <br /> and organization going forward. Jackie Weddingscott, representing SBrand Consulting, was joined <br /> by Karen Sternly, a graphic recording artist who provided illustrations of feedback received during <br /> the strategic planning discussion. The focus of the discussion was on outcomes including <br /> developing a shared vision for the future, increased communication, building strong relationships <br /> emphasizing the importance of partnerships, aligning what the Board wants to do, branding effort, <br /> and identifying who the true partners of the County are. The deliverables of this project include a <br /> written strategic plan and implementation matrix. Three questions considered during the discussion <br /> are where are we now, where do we want to be, and how are we going to get there. Ideas related <br /> to technology, parks, amenities, agriculture, internet, transportation, libraries, expansion of Senior <br /> Services, satellite service locations, new Government Center, new courthouse, engagement of <br /> citizens, multicultural organizations and events, regional greenway trail, and fire safety were <br /> shared. The Board projected that in the next five years a new library would be built along with a <br /> new building for Lee Early College, the courthouse and register of deeds office renovations will be <br /> complete, there may be a new sports complex established (depending on voters in November), <br /> construction of new industries will be complete and expansion of some existing industries such as <br /> Pfizer will be finished. Upcoming dates related to the strategic plan include an Advisory Group <br /> Meeting on March 16, 2020 and the first community meeting is scheduled for April 16, however this <br /> will likely need to be changed due to the impact of the Coronavirus thus the community <br /> engagement process may be delayed. So far, interviews with public officials have been scheduled, <br /> I' 1 I2 <br />
