Development Services Director <br /> Department: Administration FLSA Status: Exempt <br /> General Definition of Work <br /> Performs complex professional work for the county; plans, organizes, and manages various projects from <br /> design to construction, generating and/or reviewing plans and specifications, obtaining and providing <br /> technical information to the County Manager and Board of Commissioners and others as needed,preparing <br /> and maintaining files, reports and records, and related work as apparent or assigned. Work is performed <br /> under the limited supervision of the County Manager. <br /> Qualification Requirements <br /> To perform this job successfully, an individual must be able to perform each essential function <br /> satisfactorily. Reasonable accommodations may be made to enable <br /> an individual with disabilities to perform the essential functions. <br /> Essential Functions <br /> Provides support to the County Manager, Department Heads and Board of Commissioners. <br /> Makes all preparations necessary to facilitate the successful implementation of county projects. <br /> Plans, implements, coordinates, monitors and evaluates local government projects and programs. <br /> Reviews all construction, consultant and engineering contract award or agreement recommendations; <br /> ensures contracts are administered in accordance with federal, date, and local requirements; approve <br /> contract changes or reviews and recommends changes prior to approval at a higher level. <br /> Manages multiple development projects simultaneously ensuring that each project is given proper attention <br /> to ensure its satisfactory completion. <br /> Defines tasks necessary to successfully complete local government projects; develops and implements <br /> schedules for performing those tasks. <br /> Assist in the develop and maintenance of the five year capital improvement plan,working with department <br /> heads to develop facility maintenance and future facility projects. <br /> Coordinates administrative issues and problems with regulatory agencies; and responds to public inquiries <br /> regarding County programs and services. <br /> Assist with all County departmental short and long term planning. <br /> Conducts meetings with local, state and federal officials as needed. <br /> Attends and represents the county at various meeting and speaking engagements. <br /> Knowledge, Skills and Abilities <br /> Working knowledge of the concepts, techniques,and resources applied in public sector administrative <br /> planning. Working knowledge of statistical research and analysis. Ability to conceptualize issues and <br /> problems, assemble and analyze pertinent data, and draw valid conclusions for effective strategy <br /> recommendations. Ability to communicate effectively in oral and written form. Ability to establish and <br /> maintain effective working relationships with County staff, other agency officials, and the public. <br /> Lee County,North Carolina <br />
