IV. OLD BUSINESS
IV.A Planning Board Recommendation for a Zoning Map Amendment (Rezoning)
Application by SACR Development, LLC to rezone two vacant tracts of land totaling
26.21+ acres with frontage on St. Andrews Church Road (between 2013 and 2207
St. Andrews Church Road) from Residential Agricultural(RA) to Residential Single-
family(R-20) . The subject property is identified as Tax Parcels 9650-59-9227 -00
and 9650-58-5534-00 as depicted on Lee County Tax Map 9650.02. Before lots can
legally be created on a subdivision plat, the Department of Transportation will need
to sign off on the plat as having complied with subdivision regulations. When
reviewing the subdivision plat, they will determine whether or not a traffic impact
report will be needed. A traffic impact analysis will not likely be required for this
project.
Motion: The rezoning request appears to comply with the Plan SanLee
"Suburban Neighborhood" designation, in that it allows single-family homes in
a residential area on the outskirts of a core urbanized area the the request
would facilitate large scale development of single-family density by having a
minimum lot size of 20,000 square feet with public water and streets accessed
via a two-lane public highway; therefore, I make a motion that the request is
consistent with the adopted long range plan.
Mover: Kirk Smith
For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre
Knecht, Robert Reives, Cameron Sharpe, Kirk Smith
Motion Result: Passed
Motion: I make the motion that the proposed zoning map is reasonable and in
the public interest because it is consistent with the adopted land use plan,
there is existing R-20 zoning adjoining the site, and the site has access to the
public roadway and public water; therefore, I move to approve the request to
rezone 26 +/- acres off of St. Andrews Church Road, identified as the Lee
County tax parcels 9650-59-9227-00 and 9650-58-5534-00 as depicted on Lee
County Tax Map 9650-02.
Mover: Cameron Sharpe
For: 7 - Amy Dalrymple, Kevin Dodson, Arianna Del Palazzo, Dr. Andre
Knecht, Robert Reives, Cameron Sharpe, Kirk Smith
Motion Result: Passed
V. NEW BUSINESS
V.A Tax Lien Advertisement for Delinquent 2019 Real Property Taxes
NCGS 105-369(a), requires the Tax Collector to report to the governing board, unpaid
real property taxes for the current fiscal year. The governing board must then order
the Tax Collector to advertise the tax liens. A report of all unpaid 2019 real property
taxes was submitted to the Clerk to the Board and the Board of County
Commissioners. The advertisement of tax liens will be published in the Sanford Herald
no sooner than March 4, 2020. The total amount of unpaid property taxes as of
January 24, 2020 was $2,631,901.63.
3
