schools coming online. There has also been an impact from home schooling. There is a <br /> need to predict school population down the road. Private school data and the <br /> percentage of population that those schools will attract from Lee County will be <br /> considered. Forecasting population going forward is through the Office of State Budget <br /> Management. The opinion is that the projections have been consistently low. The most <br /> accurate way to determine population according to the census is through residential <br /> units. Looking at 2,873 residential units approved recently. Another 90 residential units <br /> and 2 apartment complexes have submitted concept plans. In 2030, on the low end, it <br /> is anticipated that development would create an additional 1,097 units. On the high <br /> end, in 2030 it is anticipated that an additional 1,774 students will be added to the Lee <br /> County Public School system. The Board needs to look at functional capacity <br /> compared to enrollment capacity at schools. Through 2030 the County is looking at <br /> needing 1-3 new schools being added to the public school system. Consideration is <br /> needed regarding where the county can acquire property for schools. <br /> Ill. Airport Overlay District <br /> Planning Director Marshall Downey provided an update on the proposed Airport <br /> Overlay District. The original map included 59 parcels with boundary outline which <br /> included about 35 property owners being affected. The feedback previously <br /> received is that there was not a comfort level with the boundary and impact on <br /> landowners. The FAA's Land Use compatibility zones has since been applied to the <br /> area map. The model only prohibits residential growth in a couple of small areas. <br /> The other zones allow for residential growth in low density. The potential negative is <br /> that you would go to 455 parcels and 328 property owners impacted with the FAA <br /> Zone map. The updated map is a defined area by the Federal Aviation Authority. <br /> Staff also looked at pulling properties that were more than 50% in the airport zone <br /> into the zone to try to go by property boundaries rather than splitting properties. <br /> Areas that were in a flood plain or not buildable were taken out of the projections. <br /> The compromised recommendation is no more than one unit for every two acres. <br /> The impacted property is currently composed of mostly vacant land. Mr. Downey <br /> mentioned a "buyer beware"notice regarding the airport for property owners and <br /> buyers to place them on notice of potential burdens they may experience due to the <br /> airport. Staff is looking at setting up a workshop with the Board of Commissioners <br /> and Planning Board to present a revised recommended plan. The ability of many of <br /> the landowners in the area to build high-density development would be dependent <br /> on City sewer. Commissioner Dalrymple recommended getting examples from other <br /> similar airports that have adopted the FAA recommended plans and how the low- <br /> density restriction has impacted their area. <br /> IV. FY 2020-2021 Budget Kickoff Discussion <br /> The unemployment rate in Lee County is currently 3.9%. The sales tax growth <br /> continues to be strong and has been analyzed at 5% over the last four years on <br /> average. The tax base growth has been anywhere from 2-4%. The population <br /> has grown at an approximate rate of 1.2% annually. The public school ADM has <br /> been declining over the last five years. The Board looked at a comparison of tax <br /> rates over all 100 counties over the last five years. The next revaluation for the <br /> County will occur in 2023 based on a four-year cycle thus the process will begin <br /> in less than 12 months from now if the County stays on this cycle. Last year the <br /> tax rate was lowered to a revenue neutral rate of 77.5%. The recommended <br /> COLA for next year is 2.1%. The big issue in the County's pay is that the <br /> experienced people once they get their years become more valuable to <br /> someone else compared to what they are making here. Staff is looking at a step <br /> 5 <br />
