Strategic Plan Introduction
Chair Dalrymple introduced representatives with SBrand including Sheryl Trent and
Jacque Wedding-Scott. SBrand has been retained to develop a strategic plan for
Lee County. There will be multiple engagement opportunities to seek participation
and input in the strategic plan. They will reach out to key partnerships such as the
community college, school district, and municipalities. They are working on fine-
tuning the engagement process and the interview questions that will be used.
Commissioner Reives joined the meeting at 9:17 a.m.
Sheryl requested a work session in the future with the Board to gauge where the
Board can see the County going. Generally, the intent is for the firm to be here
once a month throughout the process. They are working on gathering information
about various events throughout the community to seek community engagement.
They want to present a plan to the Board no later than the meeting in August 2020.
Personal interviews will take place in March. An advisory group of ad hoc people
internal to Lee County will participate in helping with the logistics. The strategic
plan accomplishes a sense of where the future is headed, how to get there, and
gives a sense of identification for the County. The plan can build understanding
about Lee County, the services provided and why they are being provided.
Community meetings will be open to the public. The Board provided their desires
regarding the outcome for the project- minimal costs, inclusion of all demographics
- ethnic, racial, and income, usable, clear and easy to understand, and needs to be
marketable.
II. 2020 Census/Population/ADM Discussion
Don Kovascitz, Strategic Services Director, has analyzed the population data as it
pertains to the school system going forward. He identified a trend that the five year old
and younger population is declining as a percentage of the population. The average
daily membership in the Lee County School System has been steadily declining. The
percentage of the young population is getting smaller along with private and charter
4
