III. PUBLIC HEARING <br /> III.A Zoning Map Amendment Application and Staff Report for a rezoning request of <br /> approximately 26.21 acres off of St. Andrews Church Road from Residential <br /> Agricultural (RA) to Residential Single Family(R-20). -Amy McNeill <br /> Held a public hearing regarding an application by SACR Development, LLC to <br /> rezone two vacant tracts of land totaling approximately 26.21 acres off of St. <br /> Andrews Church Road(between 2013 and 2207 St. Andrews Church Road) from <br /> Residential Agricultural(RA) to Residential Single Family(R-20). The subject <br /> property is identified as Tax Parcels 9650-59-9227-00 and 9650-58-5534-00 on Lee <br /> County Tax Map 9650.02. Planning staff recommends that the Planning Board and <br /> Board of Commissioners support this request. In making this recommendation, staff <br /> finds that the rezoning proposal from Residential Agricultural(RA) to Residential <br /> Single-Family(R-20) appears to be in keeping with the land uses described in the <br /> long range plan by allowing detached single-family dwellings (site built or modular), <br /> being in a residential area on the outskirts of a core urbanized area and would <br /> facilitate large scale development of single-family residential density by requiring a <br /> minimum lot size of 20,000 square feet, with proposed utility infrastructure, on site <br /> wastewater disposal, and the site being currently accessed via a two-lane public <br /> highway. Chair Dalrymple opened the Public Hearing for comment. <br /> The following person spoke in favor of the proposed rezoning request: <br /> -John Sauls, 274 Reynwood Vista Lane, Sanford, NC <br /> The following persons spoke against the proposed rezoning request: <br /> - Steve Thomas, 446 Castleberry Road, Sanford, NC <br /> - Steven Cox, 2247 St. Andrews Church Road, Sanford, NC <br /> - Margaret Cox, 2217 St. Andrews Church Road, <br /> Sanford, NC <br /> Chair Dalrymple Closed the Public Hearing. <br /> IV. PUBLIC COMMENTS <br /> No one spoke during the Public Comments section of the meeting. <br /> V. OLD BUSINESS <br /> V.A Memorandum of Agreement with Administrative Office of the Courts, the District <br /> Attorney and the City of Sanford for the Project Safe Neighborhood Coordinator. - <br /> Dr. John Crumpton <br /> The Administrative Office of the Courts has provided a Memorandum of Agreement <br /> for the District Attorney, City of Sanford and the County of Lee to consider. The <br /> MOA indicates that the City and County will each be billed for 50% of the position <br /> created, which will be the Project Safe Neighborhood Coordinator. The position will <br /> be hired under the supervision of the District Attorney. The Lee County Sheriff is the <br /> County's liaison to the executive committee responsible for Project Safe <br /> Neighborhood. Commissioner Reives requested that the Coordinator be required to <br /> provide status updates to the Board of Commissioners quarterly. <br /> 3 <br />
