STATE OF NORTH CAROLINA <br />COUNTY OF LEE <br />INTERLOCAL AGREEMENT FOR DISASTER DEBRIS SERVICES <br />THIS AGREEMENT made and entered into this JL&day of OpceMbeC, 2019, by <br />and between the City of Sanford, a North Carolina municipal Corporation (hereinafter referred to <br />as "City"), the County of Lee, one of the one hundred counties of the State of North Carolina and <br />a body both Corporate and Politic, (hereinafter referred to as "County"). <br />WITNESSETH: <br />WHEREAS, on August 19, 2019, the County of Lee entered into a contract with Ceres <br />Environmental Services, Inc, (hereinafter referred to "Contractor"), for disaster debris <br />management services after a competitive bidding process; and <br />WHEREAS, it is in the public interest to provide for the expedient management of storm <br />debris throughout the incorporated and unincorporated areas of Lee County and to provide <br />recovery technical assistance to the appointed and elected officials resulting from a natural or <br />manmade disaster, and <br />WHEREAS, without being able to quickly remove storm debris, the health and safety of <br />all the citizens could be at serious risk; and <br />WHEREAS, the immediate availability of experienced prime disaster debris <br />management contractors may be severely limited during a natural or manmade disaster; and <br />WHEREAS, Contractor has the experience, equipment, manpower, general ability and <br />resources, as well as the necessary permits and licenses to perform all related debris and other <br />related storm services; and <br />WHEREAS, for greater economy and efficiency and to benefit its citizens, the County of <br />Lee has agreed to contract with the City of Sanford to provide services to the City of Sanford for <br />disaster debris management services during a State of Disaster or Imminent Threat of Disaster <br />and/or a State of Emergency declared pursuant to a Presidential Declaration or by mutual <br />agreement between the County of Lee and the City of Sanford. <br />NOW, THEREFORE, the County and City, each through their authorized <br />representative/official, agree as follows: <br />1. In order to protect the citizens from immediate health and safety hazards in the event <br />of a disaster, the County agrees to provide to the City of Sanford <br />
