PUBLIC HEARING <br />Public Hearing and Vote on a proposed economic development project known as <br />Project Jupiter - Bob Joyce <br />Sanford Area Growth Alliance Executive Director Bob Joyce presented information <br />regarding a proposed economic development project known as Project Jupiter. Project <br />Jupiter is a biotechnology company focused on gene therapy treatments. The Company <br />is interested in locating in Lee County to operate a manufacturing site. The Company <br />intends to invest at least $126,000,000 over the seven-year life span of the incentive <br />agreement, with the County paying up to $3,125,854. The cash grant incentive will be <br />based on performance criteria the Company must meet in order to receive such <br />incentive and will be factored by the amount of reported net new taxable investment <br />made by the project. The company also plans to employ 196 new full-time employees <br />with benefits with an average annual wage of $88,903. A vote on the proposed project <br />will be requested at the next meeting on January 6, 2020. The Chair opened the public <br />hearing for comment. The following people spoke in favor of Project Jupiter. <br />Kim Sutton, Owner of Red Wolf, Moncure, North Carolina <br />No one spoke against the proposed project. OLD BUSINESS <br />IV.A Vote to transfer 1380 Hooker Street PIN 9642-54-4884-00 to Brick <br />Capital Community Development Corporation - Whitney Parrish <br />In July 2018, Lee County received an offer to purchase property located at 1380 <br />Hooker Street, PIN 9642-54-4884-00 in the amount of $800 from Brick Capital <br />Community Development Corporation. This property is located in the City limits and <br />the City has deeded its portion of the property to the County. The amount of taxes <br />and fees owed on the property is $7,678.93 and the taxable value was $2,600. The <br />offer was advertised and no upset bids were received. After final approval of the <br />Board, Brick Capital never closed on the property.
