V. OLD BUSINESS <br /> V.A. Consideration of Resolution Supporting the Development of the Rail <br /> Corridors Referred to as the S-Line and SA-Line for the Benefits of Higher <br /> Speed Rail, Improved Freight Movement, Improved Commuting Times and <br /> Economic Development. - Commissioner Dalrymple <br /> NCDOT has been working with state partners, private rail firms and the <br /> federal government to explore the opportunity posed by the S-Line, the rail <br /> corridor that runs from Hamlet to Virginia. The S-Line represents the <br /> opportunity to connect major state and regional hubs to support economic <br /> development, ease highway congestion and grow communities along the <br /> corridor. Government leaders have participated in work sessions to discuss <br /> the initiative. There are continued discussions regarding the project's <br /> timeline, funding needs, and how to ensure a positive impact on each local <br /> community. Many participants inquired how they could support the <br /> development of the S-Line. In response to this request NCDOT provided a <br /> draft resolution for consideration. Commissioner Smith stated he did not feel <br /> there was enough density in Lee County to support this project. <br /> Commissioner Reives stated that DOT is in the process of purchasing the <br /> line. NEW BUSINESS <br /> VI.A. Request for Relief of Late List Penalty - Fred Anderson Acquisition Co, LLC - <br /> Michael Brown <br /> Taxpayer Fred Anderson Acquisition Co, LLC has requested relief of late list <br /> penalty in the amount of$283.49. Per NCGS 105-307(a), taxpayer is <br /> required to file a listing with the tax office by January 31st. The 2019 listing <br /> was filed electronically with our office February 26, 2019. The Tax Assessor <br /> must apply a 10% late list penalty per NCGS 105-312(h). Michael Brown, Tax <br /> Administrator, stated that since the taxes were filed late, there is a 10% late <br /> listing penalty applied. This property is within the City limits. 2017 and 2016 <br /> were also listed late. Mr. Brown recommended denying the request since it <br /> does not appear to meet the guidelines set out with the resolution approved <br /> by the Board of County Commissioners. <br /> Page 3 of 6 <br />
