• <br /> County Manager's Report — November 18, 2019 <br /> Ongoing Projects <br /> Sports Complex — Per the direction of the Board from the October 21, 2019 meeting, I <br /> have researched the Kannapolis and Monroe sports complex projects the consultants <br /> mentioned in their report. These two projects are not similar to the proposed project in <br /> Lee County. The Kannapolis project involved a minor league baseball team and the <br /> Monroe complex did not involve rectangle fields. To find projects that are more relevant, <br /> I have researched other communities that we typically compete with on Economic <br /> Development projects due to the fact they have similar populations and demographics. I <br /> found similar projects in Statesville, Wilson, Morganton and Hickory. These facilities are <br /> primarily rectangle projects with 6 to 8 fields and are used extensively by local teams and <br /> for tournaments. In addition, I met with the SASL Board on Tuesday night, November 12 <br /> to discuss the project. I will give an update to the Board during the meeting. <br /> Courthouse Renovations—As I informed the Board last month, the architects/engineers <br /> toured the Historic Courthouse and Fireplace Building on Monday October 14. The <br /> purpose was to put together specific aspects of the construction documents for both <br /> buildings. The inspection allowed the architect to put together a demolition plan for the <br /> Firehouse Building. The plan for the historic courthouse renovations should be simple. <br /> We should be out to bid on this work after the first of the New Year. The architect work <br /> for the renovations of the main courthouse building — phase 2 that will begin as soon as <br /> the Register of the Deeds and the District Attorney vacate that building is beginning. At <br /> our December 2 meeting, a contract addendum will be presented with Moseley for this <br /> work along with the Government Center work. We are coordinating phase 2 and the <br /> renovations of the Government Center so they will be bid at the same time. We expect <br /> the bids for this work be completed in the late spring. <br /> Lee County Government Parks and Recreation Plans — The 90 percent plans are <br /> complete for Kiwanis Family Park, Horton Park, O. T. Sloan Park and Temple Park. Plans <br /> for these projects are starting to come together. We anticipate that these projects will be <br /> out to bid the next 30 to 45 days. Construction should begin in the beginning of spring <br /> fall and be completed by late spring/summer. <br /> Other Items <br /> City of Sanford —Annexation — Project Forge —As part of the contractual agreements <br /> with the City of Sanford and Bharat Forge, the County has filed an annexation petition <br /> request to the City of Sanford for the Hearn and Poindexter properties. The Annexation <br /> petition public hearing and vote for the Hearn property will occur during the November 19 <br /> City Council meeting. The Poindexter property(Tabitha Lane) public hearing and vote will <br /> occur at the December 17 meeting. Staff from the County is expected to be at each <br /> meeting. <br /> Airport Overlay District — Planning and Airport staff continue to discuss options to the <br /> originally proposed overlay district.
