0 300n 11 PAGE 11P 6 <br />MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />LEE COUNTY, LEE COUNTY INDUSTRIAL DEVELOPMENT CORPORATION, <br />ECONOMIC DEVELOPMENT ADMINISTRATION, EMPLOY14ENT SECURITY COMMISSION, <br />SANFORD CHAMBER OF COMMERCE AND CENTRAL CAROLINA TECHNICAL COLLEGE <br />SUBJECT: WHITE HOUSE INTERAGENCY COORDINATING COUNCIL'S EMPLOYMENT INITIATIVE <br />WHEREAS, Lee County and industries benefitting from federal grants recognize <br />the need to link the employment and trainino_ efforts with job <br />opportunities occurring in the county; and <br />WHEREAS, The White House Interagency Coordinating Council's employment <br />initiative sets forth certain goals and procedures to assist Federal, <br />State, Regional Agencies, and local employment and training efforts <br />with new job opportunities. The agencies named above join in this <br />memorandum of understanding in an effort to assist in implementing <br />the employment initiatives. <br />IT IS MUTUALLY UNDERSTOOD IN THIS MEMORANDUM THAT: <br />1. The local Employment Security Commission office will keep a pool of eligible <br />CETA OJT Institutional Training possibilities available for the locating <br />industries in the Lee County industrial parks for their examination and <br />review. These people will be potential CETA hires with or without OJT <br />training (depending on availability of funds); also, if any plan to go into <br />institutional training in a company-related occupation, then the locating <br />industry, if they wish, may show a desire to hire them at the completion of <br />their training. <br />2. Any CETA. institutional trainees currently at Central Carolina Technical <br />College (CCTC) who are in company-related occupational training will be <br />exposed to the locating industries locating within Lee County industrial <br />parks for employment by the same procedure as described in Nl above. <br />3. Selection and referral officer (SRO) will work with the personnel managers <br />of the locating industries to identify hires for plant start-up who were <br />CETA-qualified, and/or eligible for the TJTC tax credit. These figures will <br />be provided to Lee County for submittal to EDA. <br />4. Mr. Robert Mooneyham and Mr. Tony Brewer of the Employment Security <br />Commission will work with Dr. J.F. Hockaday of CCTC, along with the <br />locating industries in order to provide an approach for employment <br />opportunities of the disadvantaged residents of Lee County whom the <br />company feels meet their criteria. <br />LEE COUNTY LEE COUNTY INDUSTRIAL DEVELOPMENT CORP. <br />By By <br />Or.
