Matthews moved that the Board certify <br />the roster of the Carolina Trace Volunteer Fire Department and the Deep River <br />Rural Fire Department, copies of which are attached hereto and by this reference <br />made a part hereof, to the.Firemen's and Rescue Squad Worker's Pension Fund, to <br />the State Auditor as being a true and accurate list of the active firemen in said <br />departments. Commissioner Jerry M. Almond seconded the motion and upon a vote <br />it was unanimously adopted. <br />The written request of Mrs. Margaret McCracken, for a refund in <br />the amount of $29. 55 for property on Hawkins Avenue incorrectly listed to the F. W. <br />McCracken heirs, for the years 1980, 1981 and 1982, was presented to the Board. <br />Commissioner Bertha L. Matthews moved that the Board authorize such refund. <br />Commissioner Jerry M. Almond seconded the motion and upon a vote it was unani- <br />mously adopted. <br />Commissioner John R. Dossenbach, Jr. moved that the Chairman <br />be authorized to sign documents by means of which the County would enter into a <br />self insurance plan administered by the Blue Cross Blue Shield of North Carolina. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote it was unani- <br />mously adopted. <br />The County Manager reported on the bids taken for the County's insur- <br />ance program. Low bid was submitted by Childress- Roberts Insurance Company. <br />Consultants and the County Manager both recommended that the Board increase its <br />coverage under its umbrella policy to $10, 000, 000. 00. Commissioner Bertha L. <br />Matthews moved that the low bid submitted by Childress-Roberts Insurance Company <br />be adopted and that the umbrella coverage be increased to $10, 000, 000. 00. Comm- <br />issioner John R. Dossenbach, Jr. seconded the motion and upon a vote_it was unani- <br />mously adopted. <br />Mr. Elwin Buchanan, Grants Director; appeared before the Board <br />and presented a resolution to submit an application to theā¢Economic Development <br />Administration for emergency jobs act funds. The resolution was read to the Board, <br />following which Commissioner John R. Dossenbach, Jr., moved that the resolution, <br />a copy of which is attached to these minutes and by this reference made a part hereof; <br />be adopted. Commissioner Bertha L. Matthews seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mr. Buchanan then presented a resolution pertaining to the Non- <br />Federal Financing for the Public Works application. This resolution, a copy of <br />which is attached to these minutes and by this reference made a part hereof, was <br />read to the Board. Commissioner Bertha L.. Matthews moved the adoption of the <br />resolution. Commissioner John R. Dossenbach, Jr., seconded the motion and upon <br />a vote it was unanimously adopted. <br />Mr. Buchanan presented an agreement between the County and Carolina <br />Trace Corporation and the Northwestern Bank, which would provide for the immediate <br />financing of the water line extension on N. C. Highway 87, being constructed by the <br />County. Commissioner Bertha L. Matthews moved that the agreement be approved <br />
