"Napo <br />' <br />rm 11 ;s 189 I : <br />The County Manager reported to the Board that Mr. Southard <br />in the Maintenance Department, and Mr. Buchanan, the Grants Director, are <br />over 70 years of age and it requires the consent and approval of the Board for <br />them to continue in the employ of the County. Commissioner Gordon A. - Wicker <br />moved-that the Board give its consent and approval to the continued employment, <br />of Mr. Southard and Mr. Buchanan. Commissioner Jerry M. Almond seconded <br />the motion and upon a vote it was unanimously adopted. <br />The County Manager recommended that the Planning Department <br />and the Inspection Department be combined. Commissioner Jerry M. Almond <br />moved that the County Manager be authorized and empowered to combine the <br />Planning Department and the Inspection Department into one organization. Comm- <br />issioner Bertha L. Matthews seconded the motion and upon a vote it was unanimously <br />adopted. <br />The County Manager reported on a House Bill No. 426 substitute <br />which would provide for a one-half cent sales tax. Commissioner John R. Dossen- <br />bach, Jr, moved that the Board support the adoption of such bill in the efforts of <br />the North-Carolina Association of County Commissioners in seeking the enactment <br />of such bill. Commissioner Bertha L. Matthews seconded the motion. Commissioner <br />Gordon A. Wicker moved that the motion be amended to add that although the Board <br />supports the position, it would prefer an income tax increase over any sales tax <br />increase. Commissioner Bertha L. Matthews seconded the amendment. The <br />Board voted first upon the amendment and it was unanimously adopted. The Board <br />then voted upon the main motion, as amended, and it was unanimously adopted. <br />It was suggested that a family outing for the County employees <br />be considered, with the outing to be held sometime before September. <br />There being no further business to come before the session, it <br />was adjourned sine die. <br />CHAIRMAN <br />CLERK <br />
