All <br />subsequent appointments for each such member of successor shall be for <br />three-year terms. <br />The Senior Citizens Board shall adopt By-Laws for the conduct of its <br />business including the selection of appropriate officers and the setting <br />of regularly scheduled meetings. Senior Citizens Board meetings shall be <br />held in compliance with the Open Meetings Law, N.C. Gen. Stat. 143-318.1 <br />et seq. <br />Senior Citizens Board members shall serve without monetary compen- <br />sation. <br />SECTION 2. POWERS AND DUTIES OF THE SENIOR CITIZENS BOARD. <br />A. The Board shall.serve as a liaison between the older.citizens of <br />Lee County and the County government. <br />B. The Board shall serve as the advisory body on aging for the Lee <br />County Board of Commissioners. The Board shall suggest policy and make <br />recommendations to the Department, and the Board of County Commissioners <br />on the special needs of the elderly. <br />C. The Board shall work to stimulate and promote needed services <br />and programs for older persons. <br />D. The Board shall assist public and voluntary agencies in providing <br />services to older persons. <br />E. The Board shall review and make recommendations concerning service <br />proposals and funding of services that have an impact on older persons to <br />the Department and to the Lee County Board of Commissioners. <br />F. The Board may review the proposed budget of the Department of Aging <br />prior to the time the Department's budget is submitted to the County Manager. <br />G. The Board shall assist the Director of the Department on Aging in <br />planning and developing a unified and coordinated "County Aging Plan" with <br />a view towards defining policies, services and facilities in consultation <br />with the Area Agency on Aging of the Region J Council of Governments and the <br />North Carolina Division of Aging. <br />H. The Board shall perform other functions and duties as may from time <br />to time be requested and prescribed by the Board of County Commissioners. <br />-2- <br />
