Wicker seconded the motion <br />and upon a vote it was unanimously adopted. <br />Mr. Leonard Barefoot, County Planner, presented to the Board, an <br />Ordinance establishing the names of roads in Lee County. The resolution was <br />discussed, and Section 3B was amended, upon motion of Commissioner Jerry M. <br />Almond, to require the signatures of the majority of the residents who live along <br />said road. The amendment was seconded by Commissioner John R. Dossenbach, <br />Jr., and upon a vote the amendment was unanimously adopted. Commissioner <br />John, R. Dossenbach, Jr., moved that the resolution, as amended, a copy of which <br />is attached to these minutes and by this reference made a part hereof, be adopted. <br />Commissioner Jerry M. Almond seconded the motion and upon a vote it was unani- <br />mously adopted. <br />Mr. O. B. Stokes, Manager of the City of Sanford, appeared <br />before the Board and introduced Ms. Mary Ellen Bowen, who is the Co-Ordinator <br />of the Revitalization of the Downtown area of Sanford. <br />Upon motion of Commissioner John R. Dossenbach, Jr., which <br />motion was seconded by.Commissioner Jerry M. Almond, it was unanimously resolved <br />that the Board of Commissioners, in its capacity as the governing body of the Cape <br />Fear Rural Fire Department and the West Sanford Rural Fire Department, to <br />certify the rosters of said departments to the North Carolina Firemen's Pension <br />Fund. Copies of the rosters are attached to these minutes and by this reference <br />made a part hereof. <br />The officers of the Board were authorized to accept a Small Business <br />Administration Park and Recreation Area Development Grant in the amount of <br />$37,458. 00, for the project period of June 30, 1983 to October 1, 1983, upon motion <br />of Commissioner John R. Dossenbach, Jr. , which motion was seconded by Commiss- <br />ioner Jerry M. Almond, and which was unanimously adopted upon a vote. <br />The Board next discussed tax releases presented by the Tax <br />Supervisor. The County Manager explained that in billing people for various fire <br />district taxes because of the differences in property lines and district boundaries, <br />in many instances tax payers were billed by the computer for the entire parcel when <br />only a portion was in the fire district. Consequently, the release report for this <br />month affect releases granted for such charges. After discussion, Commissioner <br />John R. Dossenbach, Jr. , moved that the releases as listed by the Tax Supervisor <br />for the month of July, 1983, be approved. Commissioner Jerry M. Almond seconded <br />the motion and upon a vote, Commissioners Almond, Dossenbach and Matthews voted <br />for the resolution and Commissioner Gordon A. Wicker voted against it. <br />The Board observed a short recess. Following the recess, the <br />Board approved Change Order No. 1, on Project No: HCRS #37-00695, paving the <br />access road to the family camp ground at San Lee Park, which had the effect of <br />increasing the contract by $782. 72, and increasing the contract time by 76 days, <br />
