X55 <br />The Board next considered the release submitted by AMISUB of <br />North Carolina, Inc. , under the terms of which they would pay the County <br />$80, 000. 00, and be released from any demands concerning the condition of the <br />old hospital building. Commissioner Bertha L. Matthews moved that the <br />Chairman and Clerk be authorized and directed to execute the release for and <br />on behalf of the County. Commissioner John R. Dossenbach, Jr., seconded <br />the motion. Commissioner Jerry M. Almond made a motion that the release <br />be amended to delete the first sentence in the fourth paragraph. This motion <br />did not receive a second and the Chairman ruled that the motion died for lack <br />of a second. The Board then proceeded to vote on the main motion and Comm- <br />issioners Dossenbach, Matthews, Wicker and Dotterer voted for it and Comm- <br />issioner Almond voted against it. The Chair ruled that the motion carried by a <br />majority vote. <br />The Parks and Recreation Commission submitted a budget <br />amendment request with respect to an SBA Grant. The amendment reflected <br />an additional $11, 824. 00 received for a total grant allocation of $49, 282. 00. <br />The budget request, a copy of which is attached hereto and by this reference <br />made a part hereof, was approved upon motion of Commissioner Gordon A. <br />Wicker, seconded by Commissioner Jerry M. Almond, which motion was <br />unanimously adopted upon a vote. <br />A Fiscal Agency Agreement between Lee County, First- <br />Citizens Bank & Trust Company, and Manufacturer's Hanover Trust Company, <br />was submitted to the Board. Commissioner Jerry M. Almond moved that the <br />new contract with Manufacturer's Hanover Trust Company for it to. serve as <br />the County's paying agent, be approved. Commissioner Gordon A. Wicker <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Max Matthews appeared before the Board on behalf of the <br />Lemon Springs Fire Department and discussed the site presently held by the <br />Fire Department under a deed from the County which has a reverter clause. <br />Mr. Matthews was advised that so long as the site was used for fire department <br />purposes, the decision as to what to do with the structures on the site were to be <br />made by the fire department. Commissioner Jerry M. Almond moved that the <br />County contract with Lemon Springs Rural Fire Department to provide fire <br />protection in the Lemon Springs Fire District. Commissioner John R. Dossenbach, <br />Jr. , seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner John R. Dossenbach, Jr. , moved that the former <br />Sanford Elementary School be designated as the Lee County Arts Center and <br />further that it be resolved that it is the County's intention to renovate and use <br />this facility for art programs and activities, now and in the future. Commissioner <br />Bertha L. Matthews seconded the motion and the matter was discussed by the <br />Board. During the discussion, Commissioner Jerry M. Almond offered a <br />substitute motion which would submit the matter of the use of this structure to a <br />countywide referendum. Mr. Brewer, County Maintenance Supervisor, appeared <br />before the Board and spoke on the limited inspection that he had made. Mr. Ron <br />
