D <br />MINUTES OF THE ADJOURNED REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS FOR <br />J THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Fx--x------------------------------------ <br />Friday, September 23rd, 1983 <br /> <br />•r-r~•-rn--r-rmmn•-r-r-r-r-r-rn•-r-rn--rn•-.--.-n•n•-r-rn•+m-r-,•-rm-.•n•-r-rn-n, n, •r-r Fn: ~k#-rvn•n•n•-r <br />The adjourned regular meeting of the Board of Commissioners <br />for the County of Lee, State of North Carolina, convened in the Commissioners <br />Room, second floor, County Office Building, 200 Wicker Street, Sanford, <br />North Carolina, September 23rd, 1983, at 3:30 o'clock p, m., the. same being <br />the time, place and date specified in the motion of adjournment. Those present <br />were Commissioners Jerry M. Almond, John R. Dossenbach, Jr., John E. <br />Dotterer, Bertha L. Matthews and Gordon A. Wicker. The Chairman declared <br />a quorum present and the meeting open for business. <br />Chairman John E. Dotterer presided and the following business was <br />transacted: <br />The department heads, both elected and appointed, having been <br />requested to be in attendance, Commissioner Jerry M. Almond made remarks <br />to them in which he requested them to make sure that all county employees are <br />courteous in their dealings with the general public. <br />Mr. Hugh Brewer, County Maintenance Supervisor, appeared <br />before the Board and presented a report on the costs of repairs to the Sanford <br />Elementary School Building. Mr. Brewer stated that his report was predicated <br />on making the building safe and water and air tight and in a stable condition. <br />Commissioner John R. Dossenbach, Jr., moved that the County leave the Art <br />Center where it is and spend only such money as was necessary to bring the <br />building up to safe standards. Commissioner Jerry M. Almond seconded the <br />motion and upon a vote it was unanimously adopted. <br />Mr. Leonard Barefoot, County Planner, appeared before the <br />Board and reported that the petitions pertaining to the Parkwood Subdivision <br />water project were being certified at this time and it appeared that 5376 of the <br />valuation in the benefited area had signed the petitions. Messrs. Ed Bullard <br />and Eddie Winstead, attorneys for persons living on Highway 78 who were <br />opposed to the project, spoke in opposition, Mr. Fred Garner, a resident <br />of the Parkwood Subdivision, requested that the County give consideration <br />to alternatives if the petitions were not to be acted upon as there were 17 <br />families on the temporary water system and once freezing weather struck, <br />that system would be shut down, The Chairman instructed the County Planner <br />to prepare a preliminary assessment resolution for consideration by the <br />Board. <br />
