Those present were <br />Commissioners Jerry M. Almond, John E. Dotterer, Bertha L. Matthews <br />and Gordon A. Wicker, Commissioner John R. Dossenbach, Jr, was absent. <br />Commissioner John E. Dotterer declared a quorum present and the meeting <br />open for business. <br />was transacted: <br />Chairman John E. Dotterer presided and the following business <br />The minutes of the regular meeting held on Monday, September <br />19, 1983, and the minutes of the adjourned regular meeting held on Friday, <br />September 23, 1983, were approved and ordered recorded, upon motion of, <br />Commissioner Jerry M. Almond, which motion was seconded by Commissioner <br />Bertha L. Matthews and unanimously adopted upon a vote. <br />A petition requesting the addition to the State Maintained Secondary <br />Road System of Cherokee Trail in Jonesboro Township, was presented to the Board. <br />Commissioner Jerry M. Almond moved that the resolution asking that Cherokee <br />Trail be added to the State Maintained Secondary Road System, a copy of which <br />is attached to these minutes and by this reference made a part hereof, be adopted. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner Gordon A. Wicker requested that inquiry be made <br />of the Highway Division of the Department of Transportation, as to why the <br />secondary road by Black's Chapel Church, had not been paved. <br />Mr. Elwin Buchanan, Grants Director, appeared before the <br />Board and requested that the Board conduct a public hearing on the performance <br />report on the Deep River Community Development Project. Commissioner <br />Bertha L. Matthews moved that the Board hold such public hearing. Commiss- <br />ioner Jerry M. Almond seconded the motion. The Chairman declared that the <br />public hearing was open and invited all persons interested in the project to state <br />their views.
