I 300\ 11 % :SE 29S <br />MINUTES OF EMERGENCY MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Thursday, October 27th, 1983 <br />The Lee County Board of Commissioners met in emergency session to <br />consider the water shortage in the Parkwood Community. The Board convened <br />at 3:30 p.m. on Thursday, October 29th, 1983, in the Commissioners Room <br />on the second floor of the County Office Building, 200 Wicker Street, <br />Sanford, North Carolina. Those present were Commissioners Jerry M. Almond, <br />John R. Dossenbach, Jr., John E. Dotterer, Bertha L. Matthews and Gordon <br />A. Wicker. Chairman John E. Dotterer declared a quorum present and the <br />meeting open for the transaction of business. <br />The Commissioners went into Executive Session on motion of Commissioner <br />John R. Dossenbach, Jr., seconded by Commissioner Bertha L. Matthews and <br />was unanimously carried. <br />During the Executive Session, the Board received a briefing on progress <br />toward supplying water to the Parkwood community. Contracts were presented <br />for the purchase of the Owl's Nest and the Trails End water systems. It was <br />explained that entering into the contracts would bind the County to purchase <br />if all stipulations were satisfied. A copy of the contract is attached and <br />by this reference is made a part of these minutes. <br />Commissioner Jerry M. Almond, after considerable discussion, made a <br />motion to accept the agreement, to authorize $8,000 for the security deposit <br />and for the conducting of necessary tests. Commissioner Almond took note of <br />the following facts: <br />1. That service would be provided to areas in the county that <br />need water at a cost of approximately $449,000 less expensive <br />than a City extension serving the same areas. ($1,159,220 vs. <br />$710,215) <br />2. That money was available in the Capital Reserve fund to lend <br />construction capital to the project. <br />3. That the State Health Services would have to approve well site <br />#3 at Owl's Nest. <br />4. That water for approximately 600 taps would be available to <br />the proposed system. <br />5. That the cost to the Parkwood residents would be much less than <br />the previous assessment method. <br />Commissioner Bertha L. Matthews seconded the motion and it was unani- <br />mously carried. <br />Commissioner Bertha L. Matthews made a motion to adjourn from Executive <br />Session and to schedule a special meeting of the Commissioners to be held on <br />Tuesday, November lst, 1983 at 8:00 P.M. Commissioner Jerry M. Almond seconded <br />the motion and it was unanimously carried. <br />
