Recentiy_,_as-a._'r.esult of.the:Parkwood. Subdivision-situation - <br />and.`other" similar situations in the. southern-part_-of-the - <br />county-, the County Commissioners have again attempted to come <br />to some mutual understanding with the City. The City Board <br />has been sympathetic to the County's problems, but they do <br />not feel that they can alter present policies to.adjust to <br />our circumstances. This is understandable because they must <br />respond to the needs of only a specific group of citizens in <br />the county while the Commissioners must deal with all of the <br />citizens of the county as a whole. <br />For the Parkwood-Tramway area, it appears that current <br />methods for extending water lines are simply not affordable <br />to the county and new methods need to be devised. The Com- <br />missioners feel, therefore, that a new approach should be <br />attempted which will allow the City to maintain its present <br />policies and will still allow the County to respond to the <br />needs of the unincorporated area residents. The help of <br />Board of Aldermen in the past has been welcome and essential <br />as will b_e their help .in t1le future when their policies and <br />the needs 9f tbL citizens in t je unincorporated areas Df th-e <br />county coincide. With this new approach, it is the <br />Commissioners' intention to build and operate a water system <br />specifically for those areas that are currently experiencing <br />water problems. <br />Two separate systems of wells and distribution lines will be <br />acquired. Agreements have already been obtained to purchase <br />both the Owl's Nest system near Tramway and the Trails End <br />system located near the Parkwood Subdivision. <br />In a short time water will be extended to the residents of <br />the Parkwood Subdivision on an emergency basis from the <br />Trails End system. Tap fees commensurate with the emergency <br />nature of the Parkwood project will be charged to offset the <br />cost of extending their water lines. The Owl's Nest system <br />will be upgraded and expanded to serve those areas that have <br />substantial water needs along U.S.#1 after engineers have <br />completed the necessary study and design work. Money from <br />the county's Capital Reserve Fund will be used to finance <br />these water projects. The Tap-on fees and the water system <br />revenues will be used to pay back principal and interest to <br />the Capital Reserve Fund. No tax money will be used for any <br />water system. <br />This new method of extension offers the county new flex- <br />ibility in meeting water needs in the rural areas. The <br />County will be able to provide water to any area experiencing <br />water needs where adequate ground water can be located and <br />where cost of extending lines can be paid by the water rev- <br />enues derived.
