305 <br />adoK It <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the <br />Board and reviewed the projects being supervised by his office. Mr. Buchanan <br />presented an appropriation adjustment #83110708, a copy of which is attached <br />to these minutes and by this reference made a part hereof. The budget amend- <br />ment pertained to the Sanford-Lee County Airport Commission operating budget. <br />The matter was discussed, following which Commissioner John R. Dossenbach, <br />Jr., moved the approval of the busget amendment. Commissioner Bertha L. <br />Matthews seconded the motion and upon a vote it was unanimously adopted. Mr. <br />Buchanan presented encroachment agreements between the County and the <br />State Highway Commission for the proposed water line to connect the Parkwood <br />water system with the Trail's End water system being acquired by the County. <br />Commissioner Bertha L. Matthews moved that the appropriate County officials <br />be authorized to execute the encroachment agreements permitting the install- <br />ation of the water line with the Department of Transportation. Commissioner <br />Gordon A. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. Mr. Buchanan presented his report with respect to the used elevated <br />tank adjacent to the Sanford Advancement Center which had been offered to the <br />County by the City of Sanford. Based upon the report, Commissioner John R. <br />Dossenbach, Jr. , moved that the County not accept the offer of the tank. Comm- <br />issioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />The Board observed a short recess, following which the Board <br />considered a Budget Amendment entitled ''Appropriation Adjustment #8311070911, <br />a copy of which is attached hereto and by this reference made a part hereof. The <br />amendment was discussed and Commissioner Gordon A. Wicker moved that the <br />Budget Amendment be approved, except for those items pertaining to Central <br />Carolina Technical College. Commissioner John R. Dossenbach seconded the <br />motion and upon a vote it was unanimously adopted. <br />The County Manager was authorized to publish a notice in the <br />newspaper regarding a request from Central Carolina Technical College to be <br />allowed to construct a stable on the property located on Wicker Street Extension <br />adjacent to the Kiwanis Park, this matter to be considered at the next regular <br />meeting. <br />Commissioner Gordon A. Wicker moved that the County transfer <br />title to the ambulance which has been retired from use by the Ambulance Service <br />to Central Carolina Technical College, for its use in its training program. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Ron Ferris appeared before the Board and made a slide <br />presentation on the completed Small Business Administration grant for beauti- <br />fying some of the County's parks and for stabilizing erosion. <br />
