N.alJ1W <br />noK 11 PA,c 311 <br />The County Manager was requested to ask the highway <br />authorities to inspect the intersection of Highway 42 and Secondary Road 1332, <br />known as "Franklin Drive" with a view towards clearing the approaches to said <br />intersection for better vision for drivers, <br />Mr, Elbert Price appeared before the Board on behalf of <br />Central Carolina Technical College and requested that the college be permitted <br />to withdraw its request for construction of a shed type building in the pasture on <br />County property on Wicker Street. Mr. Price stated that the college wanted to <br />withdraw the petition because they did not want to offend anyone and he asked the <br />Board's support and consideration when they located a suitable site. <br />Mr. Ernest Atkinson, Assistant Superintendent, appeared before <br />the Board and presented compilation of the bids received for the work to be done <br />at the Floyd Knight school and requested the Board to appropriate the sum of <br />$442, 302.00 for the project. The matter was discussed at length during which <br />Mr, Atkinson , in response to Commissioner Wicker's question, indicated the <br />school authorities had received approximately $10, 000.00 from the sale of <br />tobacco acreage which could be used on said project. Commissioner Jerry M. <br />Almond moved that the Board authorize the project and appropriate the sum of <br />$432, 302, 00 from the Capital Reserve Fund to the Schools for such project. <br />Commissioner Bertha L. Matthews seconded the motion and upon a vote, Comm- <br />issioners Almond, Matthews and Dotterer voted for the motion and Commissioner <br />Wicker voted against it. The Chair ruled the motion had been adopted by a majority <br />vote. <br />The County Manager presented a Water System Construction <br />Project budget, a copy of which is attached hereto and by this reference made a <br />part hereof. Following the County Manager's explanation of the Budget Ordinance, <br />Mr. Elwin Buchanan reviewed the plans for the water system. Commissioner <br />Jerry M. Almond moved that the ordinance for the water system construction <br />project be approved. Commissioner Bertha L. Matthews seconded the motion and <br />upon a vote it was unanimously adopted. <br />Ms. Mary Ellen Bowen, Coordinator of the Downtown Revitalization <br />Project, appeared before the Board and reviewed the activities being supervised <br />by her for the revitalization of the Downtown Sanford area. <br />The Board next reviewed the departmental reports and correspondence. <br />Commissioner Gordon A. Wicker stated that he had had complaints <br />that St. Clair School needed paint and asked that the school authorities be so <br />notified. <br />
