ooK1 Pr,cr 329 <br />• MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />TT, ;x~~T~TmmTmT*~;:, mmT ~T:x; ~x~x~mx=T~~~m:x;:~ rmTT;=~T~ <br />Monday, December 19, 1983 <br />mTTT#•Tx*TT*TmTXT~==1=;;TmTTTTT~~xxTTT~~~~T:;;,~~~TT*TTx~ <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 7:00 o'clock p, m. , on <br />Monday, December 19, 1983, in the Commissioners' Room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North <br />Carolina. Those present were Commissioners Jerry M. Almond, John R. <br />Dossenbach, Jr., Bertha L. Matthews and Gordon A. Wicker. Commiss- <br />ioner John E. Dotterer was absent when the meeting opened. Chairperson <br />Bertha L. Matthews declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairperson Bertha L. Matthews presided and the following <br />business was transacted: <br />The invocation was given by Reverend G. L. Akers, Pastor <br />of the First Apostolic Church. <br />Commissioner John E. Dotterer joined the meeting and part- <br />icipated in the further deliberations of the Board. <br />The minutes of the regular meeting held on December 5, 1983, <br />were approved and ordered recorded upon motion of Commissioner John R. <br />Dossenbach, Jr., which motion was duly seconded by Commissioner Gordon A. <br />Wicker and upon a vote it was unanimously adopted. <br />Mr. King Moore Willis, of the firm of Deloitte, Haskins & <br />Sells, Certified Public Accountants, appeared before the Board and presented <br />the county's audit for the past year. Mr. Moore circulated copies of the com- <br />pliance audit and presented recommendations which he reviewed with the Board. <br />Commissioner Jerry M. Almond moved that the audit be accepted. Commiss- <br />ioner John R. Dossenbach, Jr. seconded the motion and upon a vote it was <br />unanimously adopted. <br />Chairperson Bertha L. Matthews recognized Mayor Rex McLeod <br />of the City of Sanford and Vice-Mayor Wayne Crowson and City Manager O. B. <br />Stokes, who appeared before the Board. Chairperson Bertha L. Matthews first <br />read a prepared statement pertaining to the controversy which has developed over <br />• the County's establishment of a residential water system. She then invited Mayor <br />McLeod to pose any questions he might have concerning the system to the Board <br />
