Triangle J <br /> PIEDMONT TRIADAikr <br /> Council of Governments <br /> RI(dONAI CUUN( II. <br /> PROFESSIONAL SERVICES OFFERED TO LEE COUNTY FOR A MARKET PAY STUDY <br /> This is a proposal and agreement by the Piedmont Triad Regional Council (PTRC) and the Triangle J <br /> Council of Governments(TJCOG) to provide services to the Lee County,North Carolina(hereinafter <br /> "the County")to conduct a market pay study. <br /> TJCOG has executed a memorandum of understanding for intergovernmental services cooperation with <br /> the Piedmont Triad Regional (PTRC). The staff of the TJCOG and PTRC work cooperatively to deliver <br /> these services to Lee County. Working cooperatively the TJCOG and the PTRC are referred to as the <br /> "the Councils" in this proposal. <br /> These services will be conducted according to the scope of work contained within the County's Request <br /> for Proposals, dated September 17, 2019, and as described below: <br /> I. Work Elements for the Market Pay Study <br /> As part of the comprehensive compensation and classification study, the Councils agrees to review the <br /> County's existing pay plan for appropriateness, internal equity and external competitiveness in <br /> accordance with the Scope of Work contained within the County's Request for Proposals and conduct <br /> the following work elements: <br /> A. Evaluate the external competitiveness of the salary and wages as compared to the agreed <br /> upon market. <br /> B. Evaluate the internal comparisons of positions to maintain internal equity. <br /> C. Update the current classification system and salary ranges to ensure competitiveness in the <br /> market and appropriate internal equity. <br /> D. Enable ongoing administration and maintenance of the system by internal HR staff. <br /> E. Review and make recommendations concerning the effectiveness of the County's overall <br /> compensation system including compression issues. <br /> F. Attend a post-award meeting with management before commencement of the compensation <br /> and classification study to discuss the following issues: expectations of the study, <br /> Page 4 of 16 <br />
