I <br />BOOK li n,u 343 <br />Mr. Leonard Barefoot, County Planner, appeared before the <br />Board and discussed with the Board, a plan for numbering residences out- <br />side municipalities in Lee County. After discussion of the plan and its costs, <br />Commissioner Jerry M. Almond moved that consideration of the matter be <br />tabled to await a report from the Sheriff, Ambulance Service and Rescue <br />Squad, as to their opinion as to the desirability of such a program. Commiss- <br />ioner Gordon A. Wicker seconded the motion and upon a vote it was adopted by <br />a majority vote. <br />Commissioner John R. Dossenbach, Jr., moved that the Board <br />proceed to hold a public hearing on a petition received on the renaming of the <br />Johnson Cemetery Road to Barber Road. Commissioner Jerry M. Almond <br />seconded the motion and upon a vote, it was unanimously adopted. Chairperson <br />Matthews recognized Mr. Leonard Barefoot, County Planner, who explained the <br />petition and advised those present of the location of the road. Mr. Steve Thomas <br />appeared and spoke in opposition and presented petitions objecting to the change <br />in the name. Mr. Hal Hancock, a former member of the Board, also spoke in <br />opposition as well as other interested citizens. After all interested persons <br />who desired to be heard had been heard, Commissioner John E. Dotterer moved <br />that the public hearing be closed, and that the Board deny the petition and that the <br />road retain the name of "Johnson Cemetery Road". Commissioner John R. <br />Dossenbach, Jr., seconded the motion and upon a vote it was unanimously <br />adopted. <br />The County Manager, Mr. W. B. Hartman, Jr., advised the <br />Board that the State of North Carolina's plan for determination of the Law <br />Enforcement Officers Retirement System as a Tax Shelter and Trust had been <br />approved by the IRS. Accordingly, he recommended that the Board adopt the <br />resolution to elect a Tax Shelter of Employees' Contributions Payable As <br />Members of the Law Enforcement Officers' Retirement System of the State of <br />North Carolina, a copy of which resolution is attached to these minutes and by this <br />reference made a part hereof. Commissioner John R. Dossenbach, Jr. moved <br />the adoption of the resolution. Commissioner John E. Dotterer seconded the <br />motion and upon a vote it was unanimously adopted. <br />Commissioner Jerry M. Almond moved that the Sheriff's <br />Department be designated as the lead agency for managing the search and <br />rescue functions in Lee County. Commissioner John E. Dotterer seconded <br />the motion and upon a vote it was unanimously adopted. <br />Mr. Donn R. Gunderson, Director of Social Services, appeared <br />before the Board and discussed the possibility of securing funds for the Crisis <br />Intervention Program. Commissioner Jerry M. Almond moved that the County <br />participate in the Crisis Intervention Program and that the County Manager be <br />authorized to prepare and submit to the Board a Budget Amendment to accomplish <br />such purpose. Commissioner John E. Dotterer seconded the motion and upon a <br />vote it was unanimously adopted. <br />
