a00K 11 mu 370 <br />2, The County Manager is authorized to receive in the <br />Board of Commissioners' behalf, bids at public auction for <br />the purchase of the described property, <br />3. The public auction will be held on Saturday, the <br />3rd day of March, 1984, at 10:00 o'clock a, m., at the Lee <br />County Maintenance Warehouse. The terms of sale shall be <br />cash and bids shall be subject to acceptance by the County <br />Manager. <br />4. The Clerk to the Board shall cause a notice of <br />the public auction to be published in accordance with G. S. <br />160A-270(b), <br />Commissioner Jerry M. Almond seconded the motion and upon a <br />vote it was unanimously adopted. <br />Mr. Ernest Atkinson, Assitant Superintendent of Lee County Board <br />of Education, appeared before the Board and requested the appropriation of <br />$30, 000, 00, of which $20, 000. 00 would be to buy land adjoining the site at W. B. <br />Wicker School from the City of Sanford, and $10, 000. 00 would be spent to provide <br />a two-way communication system between the class rooms and the administrative <br />offices at the school. After discussion, Commissioner John E. Dotterer moved <br />that the County Manager be authorized to negotiate with the city authorities for the <br />purchase of this property and further authorizing him to have an appraisal made of <br />the property and to offer to trade other property for said site or to lease it for use <br />by the schools. Commissioner Jerry M. Almond seconded the motion and upon a <br />vote it was unanimously adopted. Commissioner Jerry M. Almond moved that the <br />request for the communication system be approved and that $10, 000. 00 be approp- <br />riated for such purpose with the County Manager to prepare a formal budget amend- <br />ment to accomplish such purpose. The motion was seconded and upon a vote it was <br />unanimously adopted. <br />The tax refunds in the amount of $15.00 for Edward W. Faucette <br />and $75. 00 for J. F. Mintz, growing out of advertising charges and overpayment <br />of taxes were considered and approved for payment, upon motion of Commissioner <br />John E. Dotterer, seconded by Commissioner Jerry M. Almond, which motion was <br />unanimously adopted upon a vote. <br />Mr. Don McLauchlin appeared before the Board concerning grants <br />for improvement of the facilities at Horton Park. Mr. McLauchlin's proposal was <br />to apply for one grant which did not require matching funds and to apply for another <br />grant which would be funded with Community Development funds, which would be <br />included in the Community Development application. After extended discussion, it <br />was decided that the best policy would be for the Parks and Recreation Commission <br />to apply for the grant which did not require matching funds at the present time and <br />to allow the Community Development organization to consider the other phase of <br />the program, and if they applied for and received the matching funds, then the <br />
