0 <br />BOOK 11 rrs: 367 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, February 20, 1984 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 7:00 o'clock p, m. , on Monday, <br />February 20, 1984, in the Commissioners' Room on the second floor of the County <br />Office Building, 200 Wicker Street, Sanford, North Carolina. Those present were <br />Commissioners Jerry M. Almond, John R. Dossenbach, Jr., John E. Dotterer, <br />Bertha L. Matthews, and Gordon A. Wicker. Chairman Bertha L. Matthews <br />delcared a quorum present and the meeting open for the transaction of business. <br />was transacted: <br />Chairman Bertha L. Matthews presided and the following business <br />The invocation was given by the Reverend Jim Staunton of the <br />Congregational Christian Church. <br />The minutes of the special meeting held on January 26, 1984, were <br />corrected to show that Commissioner Dotterer was present. The omission of the <br />overhead blower system in the resolution concerning Lee Brick and Tile Company <br />in the minutes of the regular meeting on February 6, 1984, was noted and corrected. <br />As corrected, the minutes were approved and ordered recorded, upon motion of <br />Commissioner John R. Dossenbach, Jr., duly seconded by Commissioner Jerry M. <br />Almond, which motion was unanimously adopted upon a vote. <br />Mr. Harold Zang appeared before the Board as spokesman for a <br />group of residents at Owl's Nest Subdivision. Mr. Zang presented and read a <br />petition protesting the proposed increase in water rates. Mr. Zang then read from <br />a series of letters he had obtained from a state agency concerning the water system <br />at Owl's Nest Subdivision. Mr. Zang requested that each one of the residents <br />receive a letter from the County in reply to their petition. Others from the group <br />spoke in support of Mr. Zang's position. Commissioner Jerry M. Almond moved that <br />the petition be referred to the County's Water Board for its consideration and <br />comments for consideration by the Board at its next regular meeting and that the <br />Board's response be made to each question as set out in the petition. Commissioner <br />John E. Dotterer seconded the motion and upon a vote it was unanimously adopted. <br />The Board next observed a short recess. Following the recess, <br />the Board resumed its deliberations with all members present. <br />
