BODK it ~rr€ 381 <br />County Manager, Mr. W. B, Hartman, Jr., presented to <br />the Board, a copy of his letter to Mr, O. B. Stokes, concerning the possibility <br />of the County collecting taxes on behalf of the City of Sanford. Mr, Hartman <br />reviewed the procedure and expense and basis for the cost, as set out in his <br />letter to City Manager, Stokes. Commissioner John E. Dotterer moved that <br />the Board authorize the County Manager to proceed with his negotiations for <br />the County to take over the tax collection function for the City of Sanford and <br />to keep the Board advised of the state of negotiations. Commissioner Gordon <br />A. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />County Manager, W. B. Hartman, Jr., then reviewed the <br />expenditures and receipts of the County for the past five years which he contends <br />illustrates an erosion of fund balance which will necessitate a substantial tax <br />increase in the near future. His recommendation was that the Board consider <br />and implement the one-half per cent Supplemental Local Governmental Sales <br />and Use Tax. This matter was discussed at length, following which Commiss- <br />ioner John R. Dossenbach, Jr, moved that the regular meeting of the Board <br />scheduled for March 19, 1984, be deferred until March 26, 1984, to allow all <br />members of the Board to be present and on that date, at 7:45 o'clock p, m., <br />the Board, conduct a public hearing to consider the levy of a one-half per cent <br />Supplemental Local Governmental Sales and Use Tax , and to allow interested <br />citizens to present their views to the Board. Commissioner Jerry M. Almond <br />seconded the motion and upon a vote it was unanimously adopted. <br />The Board next considered the draft of the letter prepared by the <br />County Manager to respond to the petition of citizens of Owl's Nest Subdivision <br />about the water system and the rates to be charged for the use of water. After <br />considerable discussion, Commissioner Jerry M. Almond moved that the draft of <br />the letter be amended to include a statement that if the residents of Owl's Nest <br />Subdivision had any other question concerning the water system, to submit them <br />and the Board would respond and with such amendment that the draft be approved <br />and mailed to the residents of Owl's Nest. Commissioner John E. Dotterer sec- <br />onded the motion and upon a vote, Commissioners Almond, Dossenbach, Dotter- <br />er and Matthews voted for it and Commissioner Wicker voted against it. <br />The County Attorney reported to the Board that the suit brought <br />by Eileen Polston against the County, its Social Services Board and employees, <br />both past and present of the Department of Social Services, had been settled for <br />$15, 000. 00, and a release obtained and the suit had been dismissed with prejudice. <br />The County Manager reported that a formal budget amendment for this item would <br />be submitted at a later meeting. Commissioner John R. Dossenbach, Jr. request- <br />ed that the Department of Social Services submit to the Board, a mileage report <br />for all department heads and supervisors for the past fiscal year and also a list <br />of all workshops and out of town meetings and who attended from the department. <br />Commissioner Jerry M. Almond moved that the future meetings of the Board be <br />taped. Commissioner John R. Dossenbach, Jr. seconded the motion and upon a <br />vote it was unanimously adopted. <br />
