Boon 11 380
N
Board requested that the Triangle J Council of Government and Capital Health
Systems Agencies study and investigate the matter and the need for this type
service and program.
Dr. Lou Graff and Mr. Joel Jackson appeared before the
Board on behalf of the Ambulance Service. Dr. Graff, as the Chairman of
the Ambulance Advisory Committee and as the Chief Physicial at the Hospital
Emergency Room, requested that the Board allow the implementation of a 32
hour course of instruction for the Emergency Medical Technicians which would
raise them from EMT basics to EMT intermediates. This intermediates classifi-
cation is also sometimes referred to as the Advance Life Support Stage. Comm-
issioner John R. Dossenbach, Jr. moved that the Board approve and authorize
this training course for the Emergency Medical Technicians. Commissioner
Jerry M. Almond seconded the motion and upon a vote it was unanimously adopted.
Commissioner John R. Dossenbach, Jr. , asked the Board to keep in mind that
these employees had undergone 32 hours of extra training on off hours when budget
classifications were made up for the coming fiscal year.
The Board next considered a contract and agreement between
the County and the Lemon Springs Fire Department, Inc. , for the furnishing of
fire protection in the Lemon Springs Fire District. A copy of this agreement
is attached hereto and by this reference made a part hereof. Also, the attorneys
for the Lemon Springs Volunteer Fire Department requested that the Board of
Commissioners consider subordinating the right of reverta in its deed of con-
veyance recorded in Book 328, page 585, Lee County, to the lien of the deed of
trust in favor of the Farmers Home Administration, securing the $175, 000
loan to the fire department. The Board considered the matter and concluded
it had rather subordinate its reverta rather than release and give the land to the
fire department without such a reverta as would be authorized by N. C. G. S.
160A-277. Commissioner John E. Dotterer moved that the contract with the
Lemon Springs Volunteer Fire Department be approved and the appropriate county
officials be authorized to execute same for and on behalf of the Board and that the
Board authorize the subordination of its reverta clause to the lien of the deed of
trust in favor of the Farmers Home Administration, securing the $175, 000 loan
and that the appropriate county officers are authorized to execute instruments
to that effect. Commissioner John R. Dossenbach, Jr, seconded the motion.
Chairman Bertha L. Matthews requested that she be allowed to abstain from
voting on this matter since her husband, Mr. Max G. Matthews was President
of the Lemon Springs Volunteer Fire Department, Inc. Commissioner John E.
Dotterer moved that Chairman Matthews be allowed to abstain from voting on
this issue. The motion was seconded by Commissioner Jerry M. Almond and
upon a vote it was unanimously adopted. The Board then voted in favor of approv-
ing the contract and agreement to subordinate with Commissioners Almond,
Dossenbach, Dotterer and Wicker voting for it and Chairman Matthews abstaining.
