0 <br />°ooK 1 1 Mr. Phillip Allen, Ms. Judy Marsh, Mr. Doug Johnson and <br />Mr. Don McLaughlin appeared before the Board on behalf of the Parks and <br />Recreation Commission and responded to the memo from Mr. Hartman to <br />Commissioner Almond about the duplication or function of programs in the <br />Recreation Program with other existing private or public programs. Mr. <br />McLaughlin served as their spokesman. <br />Mr. S. F. Westbrook, Tax Supervisor, appeared before the <br />Board and requested authority to use a portion of the funds appropriated for his <br />department to have Landmark Engineers to prepare aerial photographs of a <br />portion of the County. Mr. Westbrook stated that this would be a project which <br />would continue over a period of six or seven years in order to up-date the County's <br />aerial photographs to insure that the tax maps were current and the tax records <br />reflected reflect recent construction. The matter was discussed at length, follow- <br />ing which Commissioner John E. Dotterer moved that the Tax Supervisor's <br />request be granted. Commissioner Jerry M. Almond seconded the motion and <br />upon a vote, Commissioners John E. Dotterer, Jerry M. Almond and Bertha L. <br />Matthews voted for it and Commissioners John R. Dossenbach, Jr. and Gordon <br />A. Wicker voted against it. The Chairman ruled the motion carried by a majority <br />vote. <br />The Board next considered the refunds and releases as listed <br />by the Tax Supervisor, a copy of which is attached to these minutes and by this <br />reference made a part hereof. Commissioner John E. Dotterer moved that <br />such refunds and releases be approved and authorized. Commissioner Gordon <br />A. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />The Chairman adivsed the Board that they needed to replace Mr. <br />Don McLaughlin as a member on the Personnel Board. Commissioner Gordon <br />A. Wicker nominated Mrs. Faye Donnell, the Home Economist, to serve in this <br />capacity. After a reasonable period when no further nominations were made, <br />Commissioner John E. Dotterer moved that the nominations be closed and that <br />Mrs. Faye Donnell be appointed to the Personnel Board to replace Mr. Don <br />McLaughlin. Commissioner Gordon A. Wicker seen Tided the motion and upon <br />a vote it was unanimously adopted. The Chairman ruled that Mrs. Donnell <br />had been appointed to the Personnel Board. <br />The Board next considered Appropriation Adjustment No. 84 03 05 <br />21, a copy of which is attached hereto and by this reference made a part hereof.--' <br />Mr. Hartman explained that this budget amendment did not involve any new money <br />but was to separate the Home-Health Budget in the Department for Aging to provide <br />for better budget control. Commissioner John E. Dotterer moved that the Budget <br />Amendment entitled "Appropriation Adjustment No. 84 03 05 21", be approved and <br />adopted. Commissioner Gordon A. Wicker seconded the motion and upon a vote it <br />was unanimously adopted. Commissioner Gordon A. Wicker spoke in opposition <br />to the Home-Health Aid Program as a program which allowed for very little <br />supervision or control. The Board discussed the matter, following which the <br />
