P:~oK 11 r^rcE 428 <br />resolution was presented to the Board and is attached hereto and by this reference <br />made a part hereof. Mr. D. McCullen spoke in opposition of the tax. Mr. A. L. <br />Craig of Longv iew Acres, spoke against the tax. Mr. Robert Stone spoke against <br />the tax. Mr. Floyd Holt asked several questions concerning the tax and asked <br />the Board to please carefully consider any future taxes. Mr. Allen Dew spoke <br />against the tax. Mr. Glenn Martin spoke against the tax. Commissioners Almond, <br />Dotterer and Wicker all spoke on the subject. After all persons desiring to speak <br />had been given an opportunity, Commissioner John E. Dotterer moved that the <br />public hearing be closed. Commissioner Gordon A. Wicker seconded the motion. <br />The Chairman, on behalf of the Board, expressed its appreciation to the people <br />for their attendance and participation. <br />The Board then observed a short recess. <br />Following the recess, the Board heard from Mr. Leonard Barefoot, <br />the County Planner, who presented for review, the following items: 1) the abbreviated <br />final plat of the Valley Ridge Subdivision, 2) the abbreviated final plat of the Watson <br />Road Subdivision, and 3) the preliminary plat of the Deerfield Subdivision Phase III. <br />The Planning Board recommended the approval of all three plats. Commissioner <br />John E. Dotterer moved that all three of the plats presented be approved. Comm- <br />issioner Gordon A. Wicker seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Gordon A. Wicker moved that the public road in <br />Cameron Village Section may be closed during the Air Fair to be conducted by the <br />Sanford Exchange Club on May 5th and 6th, 1984, or on its rain dates of May 12th <br />and 13th, 1984, if necessary, in order to comply with FAA regulations. Comm- <br />issioner John E. Dotterer seconded the motion and upon a vote it was unanimously <br />adopted. <br />There was a motion to allow Mr. Larry Gunter, of Associates <br />Insurance, to solicit a group insurance plan for whole life insurance for County <br />employees to be conducted during off hours. There was no second and the <br />Chairman ruled the motion died for lack of a second. Commissioner Gordon <br />A. Wicker moved that the County Manager notify all life insurance agents of <br />the consideration of such a program so that all agents interested could present <br />their program at one time rather than approving each company separately. Comm- <br />issioner Jerry M. Almond seconded the motion and upon a vote it was unanimously <br />adopted. <br />The Board then considered the matter of the additional sales tax. <br />The County Manager spoke in favor of adoption of such program, and reviewed the <br />County's receipts and expenditures for the past three years. A former member of <br />the Board, Mr. William H. Cooper, came back and spoke concerning the sales <br />tax and expressed the opinion that it was a shame that the General Assembly did <br />not allow a full 1% additional levy and spoke of the problems of'dealing in counties <br />which have differing rates of sales tax.
