Commissioner Jerry M. <br />Almond seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Elwin Buchanan, Grants Director, appeared before the <br />Board. Commissioner John R. Dossenbach, Jr. joined the meeting at this <br />point and participated in the further deliberations of the Board. Commissioner <br />Gordon A. Wicker moved that the Board hold a public hearing on the Community <br />Development Program. Commissioner John E. Dotterer seconded the motion <br />and upon a vote it was unanimously adopted. The Board then proceeded to con- <br />duct the public hearing. Mr. Buchanan spoke and reviewed the County's appli- <br />cation for Community Development Block Grant Funds. Mr. Skip Green also <br />spoke. The floor was open for other speakers following which Commissioner <br />John R. Dossenbach, Jr. , moved that the public hearing be closed. Commiss- <br />ioner Jerry M. Almond seconded the motion and upon a vote it was unanimously <br />adopted. The recommendations of the Community Development Council were <br />presented, wherein they reviewed the projects to be conducted in San-Lee <br />Heights. Mr. Buchanan then presented for consideration, a Housing Rehabilitation <br />Grant Program Policy and a Resolution concerning Relocation Assistance and <br />Real Property Acquisition, copies of which are attached hereto and by this <br />reference made a part of these minutes. Commissioner John R. Dossenbach, Jr., <br />moved that the resolutions be approved and adopted. Commissioner Jerry M. <br />Almond seconded the motion and upon a vote it was unanimously adopted. <br />The Board next took up for consideration, a resolution pertaining <br />to an application for funds under the North Carolina Clean Water Bond Act of <br />1977. Commissioner John E. Dotterer was called from the meeting while this <br />matter was under consideration. After discussion, Commissioner Jerry M. <br />Almond moved that the resolution authorizing the execution and filing of an <br />application on behalf of the County, copy of which is attached to these minutes <br />and by this reference made a part hereof, be adopted. Commissioner Gordon <br />A. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />The Board then observed a short recess. <br />When the recess was concluded, Commissioner John E. Dotterer <br />re-joined the meeting and participated in the further deliberations of the Board. <br />The Board next considered the matter of imposition of a 1/27o <br />local option sales tax. Commissioner John R. Dossenbach, Jr., moved that the <br />Board hold a public hearing on the matter. Commissioner Jerry M. Almond sec- <br />onded the motion and upon a vote it was unanimously adopted. Mr. Hal Siler <br />appeared on behalf of the Sanford Area Chamber of Commerce and reported that the <br />Board of Directors of his organization had unanimously adopted a resolution in favor <br />of adopting such a tax. Mayor Rex McLeod, of the City of Sanford, appeared before <br />the Board and recommended adoption of the tax. Mr. William Johnson, Superin- <br />tendent of Schools, appeared before the Board and reported that five members of <br />the Board of Education were present with him and that the Board of Education, <br />on March 12, 1984, had adopted a resolution favoring such a tax.
