AIM. <br />P~oK 11 r;~cF, 436 <br />- 5 - <br />income. Above low-to-moderate income applicants must participate <br />in at least ten percent (10°x) of rehabilitation cost. This <br />requirement may be waivered under extreme hardship cases and <br />must be approved by the Community Development Council. The <br />Community Development: Council will determine the exact terms and <br />conditions of participation on an individual basis. <br />ELIGIBLE REPAIRS <br />Rehabilitation grants will be provided for the purpose of <br />residential property rehabilitation. The major concern of <br />rehabilitation will be to bring housing conditions up to State and <br />County building codes and Rehabilitation Standards. A grant may be <br />used to pay for labor and supplies to: <br />1. Meet the requirements of the State and County <br />building codes and Rehabilitation Standards set <br />forth and attached hereto. <br />2. Make structural changes which will increase the <br />mobility of a physically handicapped or elderly resident. <br />3. Promote energy conservation and provide "basic equipment" <br />including such items as heating furnace, hot water heater, <br />electrical and sanitary fixtures, kitchen stove and <br />refrigerator (does not include other appliances). Repair, <br />or purchase and installation of "basic equipment" is <br />permitted only if there is no such equipment in the <br />dwelling unit, or if existing equipment in the dwelling <br />unit is unsafe or unsanitary because of its physical <br />condition. <br />4. Rehabilitation repairs will alleviate structurally unsafe <br />or unsound conditions. <br />5. Site Improvements - The open space of each property shall <br />provide (a) immediate diversion of water away from buildings <br />and disposal from lot, (b) prevent soil saturation <br />detrimental to structures and lot use, and (c) landscaping. <br />6. Dilapidated or blighted structures - All dilapidated portions <br />of structures proposed for rehabilitation which are not <br />economically repairable shall be removed. All dilapidated <br />accessory structures, fences, and appurtenances shall be <br />removed. <br />7. Site criteria - Structures to be rehabilited shall be <br />located only on parcels (lots) designated for this use <br />and all projected land use regulations shall be followed. <br />
