SPECIAL MEETING OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />SEPTEMBER 9, 2019 <br />The special meeting of the Board of Commissioners for the County of Lee, State of North <br />Carolina, convened at 6:00 P.M. in the Board Room, First Floor, Lee County Government Center, <br />106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present when the <br />meeting was called to order were Amy M. Dalrymple, Arianna M. Del Palazzo, Kevin C. Dodson, <br />Robert T. Reives, and Cameron W. Sharpe. Commissioner Kirk D. Smith joined the meeting at <br />6:05 p.m. Commissioners Andre Knecht was absent. Staff in attendance included County Manager <br />John Crumpton, Assistant County Manager/Finance Director Lisa Minter, and Deputy County <br />Attorney/Clerk to the Board Jennifer Gamble. <br />CALL TO ORDER <br />Chair Dalrymple called the meeting to order. <br />II. MOMENT OF SILENCE AND PLEDGE OF ALLEGIANCE <br />III. NEW BUSINESS <br />A. Consideration of a contract for the purchase of 98.24 acres of property located on Colon <br />Road, Sanford, NC at PIN 9655-21-2728-00. <br />The Board of Commissioners held a public hearing on August 19, 2019 and thereafter <br />approved moving forward with an economic development project to be named at a later date. As a <br />part of this project, the County intends to acquire ninety-eight point twenty-four acres of real <br />property located on Colon Road (PIN 9655-21-2728-00) currently owned by Richard and Angela <br />Hearn at an estimated purchase price of one million one hundred and thirteen thousand six <br />hundred and sixty-seven dollars. The County intends to convey approximately seventy-eight acres <br />of the property to the company associated with the economic development project and retain the <br />remaining property to be developed and sold as a future industrial site. The County intends to use <br />funds from the County's General Fund and funds financed through a borrowing with a financial <br />institution to purchase the property. County Manager John Crumpton and Deputy County <br />Attorney/Clerk to the Board Jennifer Gamble reviewed the agreement with the Board. Dr. <br />Crumpton noted that the County would not close on the property until an incentive agreement with <br />the company is finalized and executed. Commissioner Reives moved to approve the agreement <br />and to authorize the Chair and Deputy County Attorney to finalize and complete any necessary <br />documents to effectuate the purchase, a copy of the agreement is attached to these minutes and <br />by this reference made a part hereof.
