Book 11 448 <br />A RESOLUTION OF THE LEE COUNTY BOARD OF COMMISSIONERS <br />CONCERNING COMMUNITY DEVELOPMENT <br />WHEREAS, the Board of Commissioners of Lee County finds <br />that the County faces critical. social, economic, and environmental <br />problems of a significant degree deriving from: 1) the growth <br />of population and the concentration of persons of low income in <br />areas surrounding the City of Sanford and 2) inadequate funds for <br />needed public and private investment and re-investment in <br />housing and other physical facilities and related public and social <br />services, and <br />WHEREAS, this has resulted in the growth and persistence <br />of housing and commercial deterioration and a subsequent deterio- <br />rating in the quality of the County's environment, and <br />WHEREAS, the Board further finds that the future welfare <br />of the County and the well-being of its citizens depends on the <br />establishment and maintenance of a continuing viable County, <br />including its social, economic and political entities, and <br />® WHEREAS, it is essential to obtain financial assistance <br />in order to rectify the aforesaid conditions, and <br />WHEREAS, the total project cost_is estimated to be <br />WHEREAS, the Board of Commissioners of Lee County finds <br />that the maximum grant under this program is inadequate to complete <br />the planned activities, the Board of Commissioners will make a <br />supplemental grant to the program's total cost, not to exceed <br />twenty-five thousand dollars ($25,000). These funds are to be <br />used for construction of the 12-inch waterline on SR 1509 in the <br />San-Lee Heights III impact area. <br />NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners <br />hereby authorizes the chairman, for and in behalf of the citizens <br />of Lee County, to file all required application documents and <br />supporting data with the North Carolina Department of Natural <br />Resources and Division of Community Assistance for a Community <br />Development Block Grant in t:he amount of <br />
