It <br />was also moved that the Tax Supervisor's office is not to assess penalties for <br />late listings of personal property for 1984, as this listing was awaiting reso- <br />lution of the previous matter. Commissioner John E. Dotterer seconded the <br />motion and upon a vote it was unanimously adopted. <br />The Board next considered Appropriation Adjustment #84 04 16 24, <br />a copy of which is attached to these minutes and by this reference made a part <br />hereof. Commissioner Jerry M. Almond moved the adoption of the budget amend- <br />ment. Commissioner John E. Dotterer seconded the motion and upon a vote it <br />was unanimously adopted. <br />The Board next considered Appropriation Adjustment #84 04 16 26, <br />a copy of which is attached to these minutes and by this reference made a part <br />hereof. Commissioner Jerry M. Almond moved that the Budget Amendment be <br />approved. Commissioner John E. Dotterer seconded the motion and upon a vote it <br />was unanimously adopted. <br />Commissioner Jerry M. Almond moved that the N. C. Volunteer <br />Flag may be displayed upon the flag pole at the Courthouse through the week of <br />May 6th through 12th, 1984, which is National Volunteer Week. Commissioner <br />Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />It was reported to the Board that the Rape Crisis Center had <br />requested space in the old Hospital building and that the Optimist Club had re- <br />quested space in the old Social Services building. Consideration of these <br />matters were deferred until a later date, upon motion of Commissioner John R. <br />Dossenbach, Jr. , which motion was duly seconded and unanimously adopted. <br />Proposals for the operation of the Youth Center by both the <br />Lutheran Family Services and United Methodist Church were presented to the <br />Board. The matter was discussed but no formal action was taken at this meeting. <br />Commissioner John R. Dossenbach, Jr, stated that he was opposed to the con- <br />tinuation of this program. <br />The County Manager reported on his negotiations to acquire the <br />property owned by the City of Sanford adjoining W. B. Wicker School. The <br />matter was discussed and no action was taken. Commissioner Jerry M. Almond <br />stated he was opposed to acquiring this property. <br />Budget matters were discussed, during which the question of <br />the School Budget request was brought up for discussion. Commissioner John <br />E. Dotterer moved that the Board request the School Authorities to present a <br />line item budget using the same format as all other County Departments showing <br />the appropriation of County money and that it be presented as promptly as <br />possible. Commissioner John R. Dossenbach, Jr. seconded the motion and upon <br />a vote it was adopted by a majority vote. The matter was discussed further <br />
