0 0 <br />BgOK ii 473 <br />The Board then conducted a public hearing to gain the feelings <br />of the public on the matter of requiring paved streets on all or an increased pro- <br />portion of subdivision roads in Lee County. Eight people spoke on the proposition. <br />Four people spoke in favor of requiring subdivision streets to be paved and three <br />people spoke in particular of the roads in Pinewood Trail Subdivision. Four people <br />spoke in opposition, all of whom have real estate developments. After all persons <br />who desired to speak had been heard, Commissioner John R. Dossenbach, Jr. <br />moved that the public hearing be closed. Commissioner John E. Dotterer seconded <br />the motion and the public hearing with respect to subdivision streets, was closed. <br />Before proceeding to its next public hearing, the Board con- <br />sidered some budget amendments. Mr. Walter B. Hartman, Jr., the County <br />Manager, submitted Project Ordinance for Fund (4104), which he reviewed and <br />explained, a copy of which is attached hereto and by this reference made a part <br />of these minutes. Commissioner John E. Dotterer moved that the Project <br />Ordinance be approved and adopted. Commissioner Jerry M. Almond seconded <br />the motion and upon a vote it was unanimously adopted. <br />Mr. Hartman then presented a Budget Amendment entitled <br />"Appropriation Adjustment #8405212911, a copy of which is attached hereto and <br />by this reference made a part hereof. Mr. Hartman reviewed the Budget Amend- <br />ment, following which Commissioner Jerry M. Almond moved that the Budget <br />Amendment be approved and adopted. Commissioner John E. Dotterer seconded <br />the motion and upon a vote it was unanimously adopted. <br />The Board resumed its public hearing and heard the interested <br />citizens with respect to the Parks and Recreation Commission and the programs <br />conducted at the old Sanford High School Building. The Board then heard sixteen <br />people, all of whom spoke in favor of maintaining the Parks and Recreation <br />programs and the programs being conducted at the High School Building. Petitions <br />were presented from various classes as well as a recommendation from the <br />Rotary Club. Following the lengthy presentation, the Board thanked the participants <br />for their interest and observed a short recess before considering other matters. <br />Following the recess, the Board discussed the negotations between <br />the County Manager and the Broadway Town officials for the County to collect <br />municipal taxes. Commissioner John E. Dotterer made a motion that the Chairman <br />be authorized to negotiate and enter into a contract with the Broadway officials <br />for collection of the municipality's taxes by the County. Commissioner John R. <br />Dossenbach, Jr. , seconded the motion. Commissioner Jerry M. Almond then <br />moved to table the motion. Commissioner Gordon A. Wicker seconded the motion <br />to table. The Board proceded to vote upon the motion to table and it was defeated <br />by a majority vote in which Commissioners Almond and Wicker voted for the <br />motion to table and Commissioners Dossenbach, Dotterer and Matthews voted <br />against it. The motion to table having failed, the Board then considered the main <br />motion which would allow the Chairman to contract with the Broadway officials <br />and upon a vote it was adopted by a majority vote, wherein Commissioners <br />
