Following the school board's presentation, the Commissioners discussed <br />with them plans for supplements for teachers. Mr. Elmer Johnson spoke in <br />behalf of the Capital Health Systems Agency. Mr. Paul Duty and Ms. Alice <br />Harrison spoke on behalf of the RSVP Program and want to continue that program <br />under the Johnston-Lee County Community Action Agency. Ms. Dale Arnette and <br />Ms. Hope Ward, Pastor of Broadway United Methodist Church, and Mr. Don <br />Bachmeyer, spoke on behalf of the Mary Margaret McLeod Home and its program. <br />After all interested persons had'had an opportunity to speak and present their <br />views to the Commission, Commissioner John R. Dossenbach, Jr. moved that the <br />public hearing be closed. Commissioner Gordon A. Wicker seconded the motion <br />and upon a vote it was unanimously adopted. <br />The Board next heard from Mr. Elwin Buchanan , Grants Adminis- <br />trator, who presented a grant offer from the Federal Aviation Administration, in <br />the amount of $379, 381. 00 to construct a parallel taxi-way and other related <br />construction at the Sanford-Lee County Airport. Commissioner John E. Dotterer <br />moved that the County ratify and adopt all statements, representations, warranties, <br />covenants and agreements contained in the application for Federal assistance, <br />dated May 1, 1984, and the incorporated materials referred to in the offer of the <br />FAA, for and on behalf of The United States of America, to pay as its share, the <br />sum of $379, 381. 00, for development other than land to consist of constructing a <br />parallel and connecting taxi-way and reconstruct apron taxi-way, as set forth in <br />the FAA offer dated May 18, 1984, and to authorize the officers of the County to <br />accept said offer and by such acceptance to agree to the terms and conditions <br />thereof. Commissioner John R. Dossenbach, Jr. , seconded the motion and upon <br />a vote it was unanimously adopted. <br />The Vice Chairman presented to the Board a proclamation issued <br />by the Parks and Recreation Commission, endorsing June as "National Recreation <br />Month" and the week of June 3 - 9, as "Life, Be In It Week", and June 9, as <br />"Super Saturday". Commissioner John E. Dotterer moved that the issuance of <br />said proclamation be endorsed by the Board. Commissioner Gordon A. Wicker <br />seconded the motion and upon a vote it was unanimously adopted. <br />The request of the Lee County Transportation Management Comm- <br />ittee, for $500. 00 to be used as a 10% cash match for a $5, 000. 00 Planning Grant <br />to be requested from the N. G. Department of Transportation, was presented to <br />the Board. Commissioner John E. Dotterer moved that the request be approved <br />and that $500. 00 be made available for such purpose. Commissioner Gordon A. <br />Wicker seconded the motion and upon a vote it was unanimously adopted. <br />Tax Releases for the month of May, as prepared by the County <br />Tax Supervisor, were presented to the Board, a copy of which list is attached <br />hereto and by this reference made a part hereof. Commissioner John E. Dotterer <br />moved that the Releases noted upon the Tax Supervisor's list be approved and <br />granted. Commissioner John R. Dossenbach, Jr. , seconded the motion and upon <br />a vote it was unanimously adopted. <br />
