9CJ` 1i ?A;E 4V <br />The Board approved the "In House Services Program" and the <br />grant with the exception of the "WIN" Program, upon motion of Commissioner <br />Gordon A. Wicker, seconded by Commissioner John E. Dotterer, which motion <br />was unanimously adopted upon a vote. <br />Commissioner Gordon A. Wicker moved that the budget proposal <br />for the Group Home be increased by $3, 500. 00, to provide for central air-condition- <br />ing. Commissioner John E. Dotterer seconded the motion and upon a vote it was <br />unanimously adopted. <br />Commissioner Gordon A. Wicker moved that the budget proposal <br />be increased by $1, 103. 00 to provide for assistance to the Capital Health Systems <br />Agency. Commissioner John E. Dotterer seconded the motion and upon a vote it <br />was unanimously adopted. <br />Commissioner John E. Dotterer moved that the Youth Services <br />Organization be continued in the same fashion and operated at the same level <br />as previously; however, the motion died for lack of a second. <br />Commissioner John R. Dossenbach, Jr., moved to reduce the <br />Parks and Recreation Commission budget by another $20, 000. 00. Commissioner <br />Gordon A. Wicker seconded the motion. Upon a vote, Commissioners Almond, <br />Dossenbach and Wicker voted for the motion and Commissioners Dotterer and <br />Matthews voted against it. The Chair ruled the motion carried by a majority <br />vote. <br />Commissioner Jerry M. Almond moved to cut the funding for the <br />Youth Program at $35, 000.00 total. Commissioner John R. Dossenbach, Jr. <br />seconded the motion and upon a vote, Commissioners Almond, Dossenbach and <br />Wicker voted for it and Commissioners Dotterer and Matthews voted against it. <br />The Chair ruled the motion had carried by a majority vote. <br />There was a discussion about cutting the appropriation for the <br />Library; however, when advised they would reduce or eliminate State assistance <br />for the Library, no action was taken. <br />There was a discussion about a job freeze and the County Manager <br />advised the Board he, in effect, had a freeze which required his approval before <br />a vacancy could be filled. Again, no formal action was taken. <br />The Board discussed the school request, and after discussion the <br />matter at length with the County Manager, Commissioner John R. Dossenbach, <br />Jr. moved that the appropriation for School Current Expense be set at $3, 348, 000. 00, <br />and the appropriation for Capital Outlay be set at $340, 000. 00, and that the Board <br />agree to guarantee to the school system an amount sufficient to provide operating <br />funds in the amount of $3, 564, 028. 00, with the stipulation that settlement will be <br />made after final allotments have been issued to the school system by the State of <br />North Carolina, and among other functions to be considered, would be the amount <br />
