MINUTES OF THE SPECIAL MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, August 20, 1984 <br />The special meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, held pursuant to a call issued by the <br />Chairman, convened at 9:30 o'clock a. m. , on Monday, August 20, 1984, in <br />the Commissioners Room on the second floor of the County Office Building, 200 <br />Wicker Street, Sanford, North Carolina. Those present were Commissioners <br />Jerry M. Almond, John R. Dossenbach, Jr., John E. Dotterer, Bertha L. <br />Matthews and Gordon A. Wicker. Chairman Bertha L. Matthews announced <br />that a quorum was present and the meeting open for the transaction of business. <br />Chairman Bertha L. Matthews presided and the following <br />business was transacted: <br />The invocation was given by County Manager, Walter B. <br />Hartman, Jr. <br />The Board recognized Mr. Elwin Buchanan, Grants Director, <br />who reviewed the bids received for the -expansion of the County's water system. <br />The matter of the water system was discussed at lengthlby the members of the <br />Board. Commissioner Jerry M. Almond moved that the Board-,authorize a study <br />be made to determine which areas of the;County need water, determine the sources <br />available, determine the costs and pos53`ble sources of repayment and suggest a <br />time table and that the study be made as soon as possible and, further, that the <br />bids received for expansion of the present system be rejected and the deposits <br />made by the bidders be refunded. Commissioner Gordon A. Wicker seconded <br />the motion and upon a vote the Commissioners voted as follows: <br />AYE: Almond, Dossenbach, and Wicker <br />NAY: Dotterer and Matthews <br />
