5mv 11 y: 53F <br />Mr. Barefoot also presented to the Board for its consideration, <br />the final plat of the Winding Creek Subdivision, which is located off Carbonton <br />Road adjacent to the Country Estates Subdivision. The Planning Board had <br />recommended approval of the Subdivision Plat with the requirement that a Letter <br />of Credit in the amount of $18, 000. 00, be required to guarantee that Mill Pond <br />Road would be built to State standards. Commissioner Jerry M. Almond moved <br />that the plat be approved on the basis recommended by the Planning Board. <br />Commissioner John R. Dossenbach, Jr. , seconded the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared before <br />the Board and reviewed the written report he had submitted on the projects being <br />supervised by his office. Mr. Buchanan also reported that bids had been received <br />for the sewer, water and street improvements in a portion of the Lee County <br />Industrial Park. The low bidder for all grading and street improvements and <br />excavation was Lee Paving Company in the amount of $235, 637. 85. The low <br />bidder for utility improvements covering both water and sewer within the Park was <br />Riddick Plumbing Company in the amount of $146, 621. 75. Mr. Buchanan rec- <br />ommended favorable consideration of these low bids. Commissioner John R. <br />Dossenbach, Jr., moved that the low bids as reported by Mr. Buchanan be <br />accepted and approved and that the proper officials be authorized to contract for <br />such services. Commissioner Jerry M. Almond seconded the motion and upon a <br />vote it was unanimously adopted. <br />There next followed a discussion concerning the County Water <br />System and it was suggested that the Chairman of the County Planning Board be <br />made a member of the Water Committee. <br />Mr. Don McLaughlin appeared before the Board and requested <br />the Board to authorize the Chairman to execute an Affidavit and a Notice of <br />Limitation of Use on behalf of the County with respect to the lands described in <br />Deed Book 309, Page 448, and Deed Book 313, Page 59, pursuant to the require- <br />ments of the Land and Water Conservation Fund Grant and to provide for the re- <br />cordation of said Affidavit. Commissioner John R. Dossenbach, Jr. , moved that <br />the Chairman be authorized to execute such Affidavit and Notice of Limitation of <br />Use and to provide for the recordation and indexing of said Affidavit in the office <br />of the Register of Deeds in Lee County. Commissioner Jerry M. Almond second- <br />ed the motion and upon a vote it was unanimously adopted. <br />Mr. Don McLaughlin reported to the Board that new area lights <br />had been installed at Horton Park, that the public bath rooms were open for use <br />and that the Park was being operated on a day to day basis and that an Advisory <br />Committee had been formed to assist in setting policies for the operation of the <br />Park. <br />
