I <br />oe~ 11. ~';,t•_ 605 <br />LEE COUNTY BOA <br />NON-DISCRI <br />1.0 PURPOSE: <br />OF COMMISSIONERS POLICY OF <br />ATION FOR HANDICAPPED <br />SECTION I <br />The purpose of this policy is to establish methods and <br />procedures which will allow unrestricted access to county <br />programs and facilities for those people whose handicap has <br />prevented such access in the past. <br />2.0 GENERAL POLICY: <br />It shall be the policy of the Lee County Board of Commis- <br />sioners to provide a "barrier free" environment in county <br />facilities and programs owned and/or operated by the County <br />of Lee. <br />3.0 DEFINITIONS: <br />A "Hearing Impaired Citizen" is defined <br />hearing impairment is so severe that the <br />to process linguistic information through <br />amplification. <br />A "Deaf Citizen" is defined as a person <br />process linguistic information through <br />without amplification. <br />as a person whose <br />individual is able <br />hearing only with <br />who is unable to <br />hearing, with or <br />A "Vision Impaired Citizen" is defined as a person whose <br />vision impairment is so severe that the individual is able to <br />move from place to place only with some form of external <br />assistance. <br />A "Non-Ambulatory Citizen" is defined as a person who <br />requires the assistance of a mechanical device in order to <br />move from place to place. <br />A "Qualified Interpreter" shall mean an interpreter approved <br />by the North Carolina Council for the Hearing Impaired or <br />certified by the National Registry of Interpreters for the <br />Deaf or assessed by the North Carolina Registry of <br />Interpreters for the Deaf. <br />An "Aid" shall include but not be limited to qualified <br />interpreters, written communications, telephones which are <br />compatible with hearing aids, assistive listening devises, <br />special devices to assist the blind, readers, and chair <br />lifts. <br />A "Structural Barrier" is defined as any architectural design <br />that would impede access to a facility or program to a person <br />with a physical handicap. <br />
