Mr. Leonard Barefoot, County Planner, appeared before the Board and presented for their consideration an abbreviated final plat of the Willow Creek Subdivision located south of Deep River Road and north of Womble Road in the Deep River Township. Upon motion of Commissioner John E. Dotterer, seconded by Commissioner Gordon A. Wicker, it was unanimously adopted to accept the Planning Board's recommen- dation to approve this subdivision plat. County Manager Walter B. Hartman, Jr., presented for their consideration a draft policy for non-discrimination of the handicapped. After some discussion, Commissioner John E. Dotterer moved that this policy be adopted, which motion was seconded by Commissioner Jerry M. Almond and upon a vote was unanimously adopted. This policy is attached to these minutes and by this reference is made a part hereof. Mr. William Johnson, Superintendent, Mr. Ernest Atkinson, Associate Superintendent, and Mr. Mike Womble of the School Board, appeared before the Board to discuss their request for an additional appropriation of $129,098 in order to balance their 84-85 budget. Upon motion of Commissioner John R. Dossenbach, Jr., seconded by Commissioner John E. Dotterer, it was unanimously adopted to appropriate an additional $150,000 in order to fund physical education and music positions for the remainder of this fiscal year. The Board also expressed their appreciation to Mr. Mike Womble for his service to the Board of Education. The representatives from the School Board also requested permission to execute a Change Order in the amount of $18,561 to replace condensate piping and extend storm drainage at the Floyd L. Knight Center project. Commissioner John E. Dotterer moved that this Change order be approved, which motion was seconded by Commissioner Jerry M. Almond and upon a vote was unanimously adopted. A copy of this Change order is attached to these minutes and by this reference made a part hereof. The School Board representatives also requested permission to sell approximately 6 acres of land at the lower end of W.B. Wicker School, to use these funds to purchase approximately 3 acres owned by the City of Sanford adjacent to the school at a cost of $20,000 and to ask the Board of Commissioners to fund the difference in the sale and the acquisition should there be any. After some discussion, Commissioner John R. Dossenbach, Jr. moved that the City of Sanford again be asked to donate this property to the county and to remind the City of the County's donation several years ago of seven lots through the Community Development Program. Commissioner Dossenbach's motion was seconded by Commissioner Jerry M. Almond and upon a vote was unanimously adopted. The County Manager presented a budget amendment (Appro- priation Adjustment #10/15/84/08) which is attached to these minutes and by this reference is made a part hereof. Upon
