Dotterer seconded the motion and upon <br />a vote, it was unanimously adopted. <br />The Board observed a short recess following which it resumed <br />its deliberations with all members present. <br />Representatives of the firm of Deloitte, Haskins and Sells, <br />appeared before the Board and reviewed a flexible benefits plan which will permit <br />an employee's contributions to the plan to be excludable from the income of the <br />participant to the extent that the participant chooses a non taxable benefit. The <br />so called "cafeteria" plan was discussed and reviewed and a draft of the plan was <br />presented to the Board and a copy has been attached to these minutes and by this <br />reference made a part hereof. Commissioner Jerry M. Almond moved that the <br />plan as presented, be approved and made effective as of November 5, 1984. <br />Commissioner John E. Dotterer seconded the motion and upon a vote, it was <br />unanimously adopted. <br />Mr. Donn R. Gunderson, Director of the Department of Social <br />Services, appeared before the Board and discussed the need and procedure for <br />applying for a national board emergency food and shelter program grant. After <br />discussion, and review, Commissioner John R. Dossenbach, Jr. , moved that the <br />Board approve of the program and authorize the application for a grant with the <br />Department of Social Services as the lead agency, provided that there is no re- <br />quirement for matching funds. Commissioner John E. Dotterer seconded the <br />motion and upon a vote it was unanimously adopted. <br />Mr. Donn Gunderson, Director of Social Services, brought up <br />for discussion, the indigent care program at Central Carolina Hospital. After <br />discussion, it was decided that Mr. Gunderson discuss the program with the <br />Social Services Board and thereafter confer with the County Attorney about the <br />present contract and then present to the Board his recommendations. <br />
